MINUTES for IREA BOARD MEETING

August 20, 2024

 

The board meeting was called to order at 12:58 PM in the Senior Citizens Center by Tom Clements. Board members in attendance were Tom Clements, Ken Krivanek, Louis Valenti, Carla Dwight, Scott Ullsperger, Bev Bean, and Kathy McBride. Excused were John Johnson, Teri Ehresman, and Tom McLaughlin. Absent were Bob Skinner, Doug Akers, and Sandy Birk.

 

A quorum (7 out of 13 members) was present, and Ken Krivanek recorded the meeting minutes for the meeting in hard copy and electronically using Notta.

 

Secretary (Ken Krivanek):

 

The meeting minutes for the July 23, 2024, IREA board meeting were reviewed and discussed. Modifications to the draft meeting minutes were made by Tom Clements and Carla Dwight. The final meeting minutes as amended will be forwarded to Teri Ehresman for posting on the IREA website.

 

    • It was moved, seconded, and approved to accept the amended July IREA board meeting minutes as discussed.

 

Committee Reports

 

Treasurer (Tom Clements, acting): 

 

  • The July Treasurer’s report is included at the end of these meeting minutes.
  • Tom reported that IREA has $12,502.16 total in our account as of July 31, 2024.
  • Tom is still working with Carla to transfer the role of Treasurer, hoping it will happen soon.

 

Membership (Carla Dwight, acting):

 

  • The August Membership report is included at the end of these meeting minutes.
  • The current membership of the IREA stands at approximately 197 including only those members that have paid their 2024 dues. At this point no other members will be accounted as being active. Of these 197 active members, 36 have requested to be sent hard copies of the Newsletter.
  • Kathy and Carla have been unable to meet to transfer the membership duties, but they will keep trying. Tom also noted that Carla and he have been unable to transition the treasurer’s role but will continue to try to make that happen.
  • All recent dues monies that have been collected were given to Carla to deposit and she has recorded all check numbers in the spreadsheet.
  • Carla also noted she has completed the modification of the Membership Form to include reference to the ICP cleanup activities occurring at the INL as requested by Tom Clements. Kathy asked if membership in IREA was open to Navy personnel that worked at NRF. Tom read the Bylaws, and it was agreed that NRF personnel are included in the population considered to be eligible to join the IREA based on the Bylaws. Further discussion ensued if we need to include reference to NRF on the Membership form or if we need to add the phrase from the Bylaws that describes a potential IREA member. A clear decision was not arrived at, but Carla agreed to modify the Membership form to be more explicit about INL employees that are permitted to join the IREA.
  • Louis agreed to make a schedule for manning the Farmers Market booth during September and October so that Board members can volunteer to help at the booth. Ken only stated he will not be able to man the August 20th or August 27th River Concert. The last River Concert is scheduled for September 3rd (it is a make-up for a weather canceled show from August 13th).
  • The August 23rd BEA golf tournament was discussed. It was decided to have 15 – 20 IREA broches which includes a copy of the IREA Membership form to BEA for distribution. Kathy agreed to hand deliver these brochures to Liza Leonard at this week’s Rotary Club meeting or directly to her office.
  • Tom discussed progress with BEA to help increase IREA membership. He explained how he sent a status update to John Anderson (the BEA Human Resource member that was present at the March 6th meeting) but never heard anything back. So, he sent a note to John Revier asking who he should contact to get some help on our issues raised in March. Based on that note to Revier, John Revier had several meetings with his HR Director. Based on this Tom asked if IREA could meet directly with the BEA HR Department to discuss this issue. John Revier tentatively has agreed to an 3:00 PM October 2, 2024, meeting to be held in the Teton Room at the CAES Facility in Idaho Falls between the IREA Boad members, the IREA Membership committee and BEA HR Department personnel. Tom estimates there are 5600 potential people that BEA can contact. We need to discuss with BEA how we screen this pool of perspective new members to a realistic number or can we just add an IREA Membership form to the annual BEA mailings. With all this said Tom doesn’t know if the BEA HR Department will commit to being at the October 2nd John Wagner will be Tom’s next contact if this effort fails.
  • 4Inprint has given us a form to complete to request a new banner as a 501(c) organization. On this form we need to discuss our and demonstrate our needs and how the banner could assist us reach the potential 5600 retirees from the INL.
  • Later during the meeting, the idea of a booth at the Chuker games was raised. Everyone thought it was a good idea.

 

Social (Teri Ehresman):

 

  • Teri was not present, but Tom stated that the IREA social on September 17th at 1PM Garcias is all set and has been announced in the recent newsletter and an announcement for the September social has been placed on the Facebook page. Carla stated she will issue an email message for people to RSVP after Labor Day and hard copy post cards to the five members that do not have an email address.
  • Board members should arrive at 12:15 to welcome attendees and take any dues from new members.

 

 

Historian (Bev Bean):

 

  • The NLWU List for July was sent to the Board members for their information only on August 20, 2024. The NLWU List included notices collected through August 20th.

 

Technical Programs (Doug Akers):

 

  • Doug was not present at the Board meeting.
  • Tom and Doug have been working with David Fry at the Workers Health Protection Program (WHPP), and this week David Fry let Tom know he would not be available till some time in October to make a presentation to the IREA and Tom is waiting to hear back on the exact date.
  • Tom also talked with Celeste Freiberg at the Idaho Falls Energy Employee (IFEE) to understand how the IFEE helps to process claims identified by the WHPP initial exam. So, Tom is of the opinion that the presentation in October would consist of these two people working together to present a comprehensive picture of the WHPP and its ultimate report it provides to a client and then IFEE role to process a claim based on the results of the medical report. Both have agreed to work together to make a joint presentation.
  • Tom has been working with Jeff Jones to determine if IREA could utilize the Westmark Event Center. Jeff agreed we can use their event center and that we can bring food in for our attendees. The event center can hold about 45 people, so it is somewhat space limiting. Tom proposed that we consider spending $250 on food for this event.
  • It was decided to hold off on any final decision concerning this presentation till our September Board meeting.
  • Tom discussed the email the IREA received from Marilou Hart who inquired about speaking with our members regarding volunteering opportunities with Hospice of Eastern Idaho. She noted that Hospice of Eastern Idaho is Eastern Idaho’s only non-profit Hospice provider and remains Eastern Idaho’s longest operating Hospice. She suggested they would be glad to speak at a scheduled event or provide a luncheon for our members to give them an opportunity to learn more about Hospice of Eastern Idaho. The discussion that ensued learned toward this as being a great opportunity for our members. This could be a presentation in October if the Workers Health Protection Program falls apart.

 

    • It was moved, seconded, that the Board will work with Hospice of Eastern Idaho to provide a luncheon for our members to give them an opportunity to learn more about Hospice of Eastern Idaho and to learn about volunteer opportunities and what is hospice, how their services are paid, and what we need to do to utilize the services.

 

Investments (John Johnson):

 

  • John was not present, and no information was presented.

 

Benefits (Tom McLaughlin):

 

  • Tom was absent, so no new report was presented.

 

Website (Teri Ehresman):

 

  • Teri was not present and on vacation.

New Business:

 

  • The IREA Newsletter was issued on August 13, 2024, with the No Longer with Us (NLWU) List that is current through June 2024. The Newsletter included 3 Life Stories.
  • Carla had no updates prepared for the Bylaw revision but promised to begin work on the revisions soon. Carla confirmed that the revisions would include those that Tom and others provided over the last few months.
  • Tom received a letter on April 29, 2024, from the IRS that imposed a $5000 penalty for failure to provide evidence of documentation to request Intent to Operate Under Section 501 (c)(4). The IRS sent a follow-on letter on June 11, 2024, stating they need 60 days to prepare a proposed action they will take in response to Tom’s letter; we should have received something by August 11, 2024. We will just hold tight until we hear something from the IRS.

 

Next Board meeting

 

  • It was decided that the September Board meeting would be conducted on September 24, at 1:00 PM in the Idaho Falls Senior Citizens Center in the downstairs Conference/Meeting Room.
  • The August 20th IREA Board meeting was adjourned at 2:15 PM.

MINUTES for IREA BOARD MEETING

July 23, 2024

The board meeting was called to order at 1:05 PM in the Senior Citizens Center by Tom
Clements. Board members in attendance were Tom Clements, Ken Krivanek, Louis Valenti,
Carla Dwight, Scott Ullsperger, Bob Skinner, and John Johnson. Excused were Doug Akers,
Bev Bean, Kathy McBride, Teri Ehresman, Sandy Birk, and Tom McLaughlin. Nancy Carlson
notified Tom Clements early on July 23 rd of her desire to retire as an IREA Board member. Tom
sent Nancy a short note on July 23 rd thanking her for her many years of service to the IREA
and her great leadership while a member of the Board.

Committee Reports
Treasurer (Tom Clements, acting):
 The June Treasurer’s report is included at the end of these meeting minutes.
 Tom reported that IREA has $12,771.86 total in our account as of June 30, 2024.
 Carla noted that there is approximately $45 not attributed to a person at the Spring
social. Appears 3 people paid for the dinner without signing in.
 Tom is still working with Carla to transfer the role of Treasurer, hoping it will happen later
this month.
 The Annual report to the State of Idaho was issued with the appropriate modifications
made to accommodate the names of the current IREA Board members.
Membership (Carla Dwight):
 The current membership of the IREA stands at approximately 190 (exact number was
not known) including only those members that have paid their 2024 dues. At this point
no other members will be accounted as being active. Last year (at the end of 2023) we
were tracking approximately 210 members, but this number included those who had
paid thru 2022, even if they had not yet paid their 2023 dues. It was agreed to move
anyone that had not yet paid their 2024 dues by now to the inactive list, and that the
Board would call those newly moved to inactive status to try to determine why they have

not paid their dues yet. The 4 Board calling volunteers agreed that all past due
members will be contacted prior to the August Board Meeting.
 The Board discussed the option of allowing members to pay their dues during the first
quarter of any given year but allowing them to pay for multiple years. Carla stated that
she believes her spreadsheet is easy enough to use to accommodate this assortment of
payments and still be able to track current membership numbers.
 Louis discussed the manning of the IREA recruitment table at the Idaho Falls Farmers
Market. Louis gave Carla the list of potential new members he collected at the last
Farmers Market he attended, and Carla will track if any of them join to determine a
percentage of actual new members vs. the number of applications distributed.
 The Board then discussed the need for a second banner to allow us to display at a table
at multiple venues, and the need for an umbrella/canopy over the tables to keep our
volunteer comfortable on very hot days. Scott stated that he has not yet talked to
4Imprint that may be able to help produce a 6-ft and 8-ft banner and maybe our future
brochures; but said he and Louis will meet with 4Imprint soon. Scott also said that
4Imprint may be able to produce a canopy with the IREA logo on it. Scott will try to issue
an email documenting the results of this effort with 4Imprint. The Board can then decide
at our August meeting how to proceed. If we take photos of the products produced by
4Imprint and they use the photos for their advertisements, we may be able to get a
significant discount being a 501(c) organization.
 Tom stated that because August is so hot we may want to conduct our booth efforts at
the Farmers Market during September and October when it’s not so hot. Also, it was
agreed that the $10 booth rental fee should be paid via a check to allow the IREA
treasurer to better track the payment.
 Louis stated he would notify Teri with the dates he plans to be at the Farmers Market,
and she will populate the calendar so the Board Members can respond to that notice if
they plan to assist Louis at the booth from 9AM to 2PM.
 Scott volunteered that he has a canopy he could lend to the IREA for our booth if it is
not already in use by others.
 River Concert series booth will continue to be manned by Ken as he is available, and he
will work with Louis to share the existing banner. Ken saw no need to have more than
one IREA member man the booth at the River Concert since the potential for new
members appears to be very low.
 Louis noted that he had picked up the IREA brochures and has a receipt to give to the
Treasurer. The brochures are very nice, but we do not know how productive they will be.
 The March 6 meeting with BEA has not produced any assistance. Tom recontacted
John Revier to request some help getting in touch with the Director of the HR
Department, if nothing comes out of this Tom plans to contact John Wagner to solicit
help since Revier has not been forthcoming.
Social (Teri Ehresman):
 Teri was not present, but she sent out an update status report on July 22, 2024,
that I have been added here.
 The IREA brochure was updated with a new photo as suggested and then was
emailed to Louis for him to have copies made.

 The IREA social on September 17 th at Garcias is all set and will be announced in
the upcoming newsletter. In the first week of August Teri will post an
announcement for the September social on the Facebook page and we can send
out an email message for people to RSVP.
 Tom brought up the Westmark provided tickets to the July 9 th Chucker’s game
and wanted to know how it went. Turned out only 24 tickets were available from
Westmark and since there were so few tickets they were limited to use by the
Board Members only. Others may have gotten tickets on their own but all in all it
didn’t sound like a lot of IREA members attended the ball game.

July 22, 2024.
Technical Programs (Doug Akers):
 Doug was not present at the Board meeting.
 Tom has been working with Doug Akers and David Fry at the Workers Health
Protection Program (WHPP) and with Celeste Freiberg at the Idaho Falls Energy
Employee (IFEE) to understand how the IFEE help to process claims identified
by the WHPP initial exam. But IFEE has a conflict of interest with groups such as
Nuclear Care Partners (NCP) who also provide a similar service for a fee; so, the
IFEE cannot be in the same presentation with NCP. But both David and Celeste
have agreed to work together on a presentation.
 Westmark has offered us the use of their events center so maybe we can request
Jeff the use of that facility for this presentation in October or November. Maybe
IREA should take on the responsibility of providing the food for this event. Tom
will work with Sandy to see how she obtained the food for the IBC event. Ken
suggested maybe Westmark might volunteer the food.
 We will discuss this program in more detail at the August Board meeting.
Investments (John Johnson):
 John stated that he had no new information to report at this time but that he was
working on identifying any changes that may impact on our members.
 Tom asked John to identify any impacts to IREA members from the Trump tax
cuts that are due to expire this year and send a short note to Teri if possible.
Benefits (Tom McLaughlin):
 Tom was absent so no new report was issued but Tom said he would contact
Tom to see if he has any updates for the Newsletter.

Website (Teri Ehresman):
 Teri was not present but sent the following updates:
 As requested, Teri has added a calendar to both the IREA website and the
Facebook page and identified it as “My Calendar”.
 The July meeting and the Fall social both appear on the calendar. The website
also lists the Fall social on the front page.
 This fall Teri hopes to work on the website and see if she can make some
program updates. She is using an old version of WordPress, and it is not as
flexible as some of the other software programs she uses for websites.
 Teri stated that she received a comment from one of our members wondering if
we recorded or offered Zoom for the Board Meetings. Ken does record the Board
Meetings but has no idea how to make that recording on his phone available to
the general membership. Also, we have no way to Zoom the meetings at present.
 Teri has the president's message, photos of the spring social, stories from both
contractors and the treasurer's report ready for the Newsletter. Tom will try to get
Kathy McBride to send photos from the IBC Fall social to Teri to use in the
Newsletter. Also, Tom stated that he added a line or two to his president’s
message about the Board trying to arrange a Fall presentation concerning the
Workers Health Protection Program available to our members.
 Carla was asked if she had sent out a note to the IREA membership to solicit
input to the “Enjoying Retirement” section. She was asked to send out a new
request for input ASAP (i.e., August 1 st ).

MINUTES for IREA BOARD MEETING

June 18, 2024

The board meeting was called to order at 1:03 PM in the Senior Citizens Center by Tom Clements. Board members in attendance were Tom Clements, Ken Krivanek, Louis Valenti, Carla Dwight, Doug Akers, Scott Ullsperger, Bob Skinner, John Johnson, Bev Bean, Teri Ehresman, Sandy Birk, and Kathy McBride. Excused were Tom McLaughlin, and Nancy Carlson.

A quorum (12 out of 14 members) was present, and Ken Krivanek recorded the meeting minutes for the meeting in hard copy only, he could not connect electronically using the Voice Memos application.

Secretary (Ken Krivanek):

The meeting minutes for the April 23, 2024, IREA board meeting were reviewed and discussed. The final meeting minutes for April will be forwarded to Teri Ehresman for posting on the IREA website.

    • It was moved, seconded, and approved to accept the April IREA board meeting minutes as presented.

Committee Reports

Treasurer (Tom Clements, acting): 

  • The May Treasurer’s report is included at the end of these meeting minutes.
  • Tom reported that IREA has $10,936.31 total in our account as of May 31, 2024; but an estimated $1630 would be deposited sometime today along with the $200 of change cash utilized at the spring social event.
  • Tom is still working with Carla to transition the role of Treasurer.
  • Tom also reported that the Idaho Falls Farmers Market directed the IREA to consider the two $10 checks that were never cashed in September or October 2023 for the payment of our booth rental space to be considered a donation. Tom will show them as being void in the June treasurers report.

Membership (Carla Dwight):

  • Carla noted that she issued the April and May membership reports to Ken for use in the April Board meeting minutes, but she is presently in the process of amending them and will resend as soon as they are finished.
  • The June Membership report is included at the end of this month’s meeting minutes.
  • Carla is working to try to transition the Membership Chairmanship role to Kathy McBride. They plan to get together in the next few days to attempt to finalize the transition.
  • Carla reported that the IREA currently has 223 active members but that 43 of them have not paid their 2024 annual dues and 10 of those that have not paid have requested to receive hard copy mailings. Carla stated that she will continue to refine this list of delinquent members and once she has a complete and final list of all members who are in arears, she will forward that list to Tom, Ken, Kathy, and Louis who volunteered to call each delinquent member and try to encourage them to renew their membership.
  • Tom reminded the Board members that he had sent a letter in early July 2024 to BEA (John Anderson) and that the letter included four areas that IREA may be able to assist BEA and two areas where IREA would like help from BEA to increase membership. But he stated that he had not received anything back from BEA, so Tom sent a follow-up e-mail this month requesting an update concerning his previous letter. Tom stated if the e-mail doesn’t get a response from BEA, he will send a new letter with a CC list to higher level authorities within BEA (John Wagner).
  • Tom reminded the Board that we need to start planning for our summer membership activities, i.e., Farmers Market presence and finalization of the unfinished IREA brochure. Tom suggested that IREA try to support a booth at the Farmers Market maybe once or twice a month during summer. Louis will identify proposed dates for manning a booth at the Farmers Market.
  • A final draft of the IREA trifold/brochure was presented by Teri to the Board members and everyone thought it looked great and that we should print it and see how it works for recruiting new members. Everyone was reminded that Louis had investigated the cost of printing a trifold/brochure last year and that he had documented his findings on August 21, 2023, in an e-mail he discussed at the August 22, 2023, Board meeting. Teri said she Teri will do one final review of the brochure and send the electronic file to Louis.
    • It was moved, seconded, and approved to accept the draft color brochure/trifold as finalized and to allocate up to $250 to Louis to print as many copies as can be obtained for those dollars.
  • Ken said that if he could get an extra banner that he was willing to setup a booth with membership forms and our future trifold/brochure at the Snake River Concert Series held weekly on Tuesday till September whenever he attended the concert.
  • Scott said we could get an extra banner produced by “In-Print” relatively easy and at no cost if we could get a picture of the present banner in use and an electronic file to them to use.
  • Teri stated that she will try to get a calendar placed on the IREA webpage that Board members could use to sign up to reserve a spot to man the Farmers Market booth.

Social (Teri Ehresman):

  • Sandy Birk informed the Board that she was working with Jeff Jones at Westmark to obtain free tickets to the July 9th Westmark night with the Chucker’s baseball game. She will keep us advised as to this possibility of this happening. The number of tickets that may be provided is unknown, but she did state they would be issued to IREA members on a first come basis. Sandy will work with Teri, Carla, and Kathy to notify our membership of the availability of these tickets.
  • Louis informed the Board that the Idaho Fish and Game has a presentation that may be of interest to IREA members at a Fall meeting the topic being “How to Catch a Poacher”. The Idaho Fish and Game may also provide a presentation concerning area fishing.
  • Teri and Kathy McBride said they would work together to develop an “IREA active member e-mail contact list”. This would help contacting membership concerning upcoming events.
  • Teri has started planning the Fall social meeting. She suggested holding the meeting on September 17, 2024, at Garcia’s Restaurant on 17th She also suggested that the IREA subsidize the paid-up members and one guest $3 each so that members would pay only $15, and non-members would pay $20 at the door.
    • It was moved, seconded, and approved to accept Teri’s proposal to hold the Fall meeting on September 17, 2024, at Garcia’s Restaurant on 17th Street, and that the IREA would subsidize the paid-up members and one guest $3 each so that members would pay only $15, and non-members would pay $20 at the door.

Historian (Bev Bean):

  • The NLWU Lists for April and May were to the Board members for their information only on June 17, 2024.
  • Carla said she could take the NLWU list and turn it into a searchable Excel file.
  • Teri will add an indication to the Website that will notify IREA members when the next update of the NLWU List will be available on the Website.

Technical Programs (Doug Akers):

  • The June 5th technical meeting was well received by all 32 attendees and the Kentucky Fried Chicken was a big hit with everyone. Great job by Sandy.
  • Sandy prepared and Tom sent Westmark and IBC thank you letters for conducting a great presentation (Westmark) and providing a great venue for this meeting (IBC).
  • Doug and Tom volunteered to work with all three local providers of INL worker health protection services to see if the three can not be convinced to work together to present a joint presentation to the IREA membership at a Fall meeting.
  • Tom will contact New York Life and express our appreciation of his letter suggesting their willingness to make a presentation but that the Board did not think it was an appropriate topic.

  • John stated that he had no new information to report at this time.

Website (Teri Ehresman):

 

  • Teri reported that the Website has been updated with the names of the IREA Board members.
  • Teri confirmed she will investigate adding a calendar that would be useable by Board members to schedule booth time at the Farmers Market.

New Business:

  • The proposed outline of the Summer Newsletter was discussed. All Board members are to submit to Teri and/or Carla by July 12th a Word document summarizing their successful events (May 14th and June 5th). Also, Kathy McBride should prepare a short 2-line introduction to the IREA membership announcing her role as the ne IREA Treasurer. It was discussed how we could incorporate press releases from both BEA and IEC into the Summer Newsletter. Teri will contact BEA and Tom will contact IEC for articles they would like to see in our Newsletter.
  • Carla had no updates prepared for the Bylaw revision yet. But Tom suggested a change to the Bylaws dealing with what constitutes a workable quorum at the Spring Social/annual meeting. Our present Bylaws require 25 active members to be present to conduct business during an annual meeting. This has been difficult to achieve as our membership continues to fall, so Tom suggested that Idaho recommends using 10% of the active membership as the number constituting a quorum vs. our present number of 25. This would help us be more likely to hold a successful annual meeting. Carla and Louis will dust off their previous proposed revisions to the By-Laws and update them for discussion at our next Board meeting.
  • Tom received a letter on April 29, 2024, from the IRS that imposed a $5000 penalty for failure to provide evidence of documentation to request Intent to Operate Under Section 501 (c)(4), The letter gave IREA 10 days to respond to the letter. Tom issued a rebuttal response on May 6, 2024. The IRS sent a follow-on letter on June 11, 2024, stating they need 60 days to prepare a proposed action they will take in respond to Toms May 6, 2024, letter.

Next Board meeting

  • It was decided that the July Board meeting would be conducted on July 23rd at 1:00 PM in the Idaho Falls Senior Citizens Center in the downstairs Conference/Meeting Room.
  • The June 18th IREA Board meeting was adjourned at 3:01 PM.

MINUTES for IREA BOARD MEETING

April 23, 2024

The board meeting was called to order at 1:02 PM in the Senior Citizens Center by Tom Clements. Board members in attendance were Tom Clements, Ken Krivanek, Lou Valenti, Carla Dwight, Scott Ullsperger, Bob Skinner, John Johnson, Teri Ehresman (on the phone via remote call), Tom McLaughlin, and Kathy McBride. Excused were Doug Akers, Nancy Carlson, and Sandra Birk. Absent was Bev Bean, and Craig Tyler. The Board was notified by Tom Clements that Craig Tyler had issued a resignation letter, and that Tom would send a note back to Craig thanking him for his years of service to the IREA in general and to the IREA Board and in particular for his support in restarting IREA following the pandemic.

A quorum (10 out of 15 members) was present, and Ken Krivanek recorded the meeting minutes for the meeting in hard copy and electronically using the Voice Memos application that the Board was notified of last month that Ken would continue to use in the future.

Secretary (Ken Krivanek):

The meeting minutes for the March 19, 2024, IREA board meeting were reviewed and discussed. Ken requested that he be able to modify the Secretary section of the March Draft minutes to document his continued use of Voice Memos to electronically capture the monthly Board meeting as a backup to his formal note taking. The final revised meeting minutes for March will be forwarded to Teri Ehresman for posting on the IREA website.

    • It was moved, seconded, and approved to accept the March IREA board meeting minutes as amended.

Committee Reports

Treasurer (Tom Clements, acting): 

  • The March Treasurer’s report is included at the end of these meeting minutes. Since no May IREA Board meeting will be held, the April Treasurer’s Report is also included in this month’s meeting minutes.
  • Tom reported that IREA has $12,005.93 total in our account.
  • Tom reported that our Westmark CD was rolled over and will mature on April 8, 2025. He noted that the CD will earn 4.28% APR for the next 12 months.

Membership (Carla Dwight):

  • Carla reviewed the specific information contained in her March/April Membership reports. Since no May IREA Board meeting will be held, the April and May Membership Reports are included in this month’s meeting minutes.
  • Carla also reported that of our current 219 active members, 36 members receive hardcopy information and of those, 16 members still owe their 2024 dues. It was decided that these 16 delinquent members will continue to receive hard copy communications until their membership payment is reviewed following the May Annual Meeting and social event. A decision can be made at that time to continue sending them hard copies or to discontinue that communication.
  • Carla also reminded everyone that dues are due during the first quarter of the calendar year, but that people are still under the assumption that dues can be paid any time during the year but within 12 months of their last payment.
  • Tom reminded the Board that we need to start planning for our summer membership activities, i.e., Farmers Market presence and finalization of the unfinished IREA brochure.
  • Tom also suggested that we give BEA two months from our last BEA meeting to respond to our request for help to reach new members. Tom will request an updated status from BEA in May. If we don’t get anything back from BEA by then Tom suggests that we send another letter for help to BEA and send it to higher level authorities within BEA.
  • Tom reported that no IREA member responded to his letter concerning Mr. Hobday’s tutoring request and that he would send a note back to Mr. Hobday closing that line of inquiry.

Social (Teri Ehresman):

  • Postcard announcements for the May 14 social event, Annual Meeting, and officer elections will be mailed by USPS to all IREA members no later than about April 26 or 27, 2024, to meet the by-laws minimum 15-day notification requirement. This announcement will include an RSVP request to ensure a headcount is obtained so that the Hilton will be prepared to support the luncheon. This notification will also include everyone’s dues status as of that date.
  • The IREA will subsidize all active IREA members and one guest attending the luncheon. IREA paid members and their one guest will each pay $15 while non-members will be required to pay $20.
  • Teri is planning to be at the luncheon to hand out trinkets and take new member dues and lunch payments. We need 25 active members at this meeting to have a voting quorum. Lunch will be served at noon and people will always come early to check in. All Board members were encouraged to be there by 11 AM to help Teri check people in.
  • Cole Morrison from the Idaho Department of Agriculture will be the speaker at this annual meeting, but he has not responded as to what equipment he will bring to the meeting to make his presentation to the attendees or what he will need us to provide to help him. We assume his presentation could use the room wall so he will not need a screen. Teri will find out what the Hilton might charge us for use of their floor podium and microphone; and Carla will see if we can use her husband’s microphone/speakers. But we really need to know what the speaker is going to use and what he thinks he needs; Lou will try to get this information.
  • Teri plans to update the Website as soon as possible after Ken gets her the final monthly meeting minutes for March.

Historian (Bev Bean):

  • The NLWU List for March was issued to the Board members for information only on April 21, 2024.

Technical Programs (Doug Akers):

  • Doug was not present at this monthly meeting since he is in Arizona for the winter.
  • Tom stated that Sandy Birk was working closely with Jeff Jones at Westmark to identify a financial topic to be presented. Tom has been working to identify the actual date of the presentation; it will be June 5th from 3-5 PM again this year at the Idaho Brewing Company (IBC). Jeff Jones stated that Westmark would provide the refreshments and possibly a pizza dinner. There would also be a cash bar for members to utilize at their discretion.
  • Tom sent Westmark and Jeff Jones a thankyou note for their sponsorship of the March 27th hockey game at the Mountain America Events Center and pre-game dinner that the IREA Board was invited to attend.
  • Carla will issue an announcement for the June 5th social at IBC after our May 14th annual meeting (on or before May 20th) when she has all the necessary information (discussion topic) for this technical event.

Investments (John Johnson):

  • John stated That we should all be contributing to the Idaho Education Savings Accounts if you have children or grandchildren. And he noted that the last quarterly report at the end of December 2023 showed a 14 or 15% growth in the Vanguard Target Fund which is a great return.
  • John also noted that some IRAs come with check writing capabilities that allow a person to donate monies to 501(C)(3) non-profit organizations that would count toward your annual RMDs, but the monies sent to non-profits are not taxed so it’s a great way to make a donation that is tax free.

Benefits (Tom McLaughlin):

  • Tom Is busy trying to keep up with Luther at Oak Ridge and his attempt to get a COLA for their retirees.

Website (Teri Ehresman):

 

  • Teri signed off before we got to this section.
  • Tom reminded everyone that the IREA brochure was still unfinished and that he would follow up on trying to get it finished in time for our summer membership drive.
  • Scott suggested that we do not need a long brochure but that a small very limited handout card may be more beneficial.

Old Business:

 

  • Revision of the IREA By Laws to include electronic voting and other associated changes as originally proposed by Tom Clements were to be discussed. Lou has completed his revisions concerning electronic voting and communications, but Carla did not have time to incorporate proposed revisions concerning document retention/management by IREA. Since the Board was unable to discuss these proposed changes there will not be a formal vote concerning the By Law revisions at the May 14 Annual IREA Membership Meeting. The Board will allow Carla time to complete her revisions and any By Law revisions will be considered for approval by IREA membership at a future special meeting that can be held later this year.

New Business:

  • Elections of the IREA officers will occur at the May 14th Annual meeting.
  • Tom noted that he completed his review of the requirements to file the Beneficial Ownership Information report to the US Treasury Department under the new Corporate Treasury Transparency Act that is designed to identify financial crimes associated with LLCs. Tom’s final conclusion was that IREA does not need to file this report because IREA is considered an exempt organization under one of the 23 allowed exemptions from this requirement. This decision not to file was documented in a letter to the Treasurer’s file for future reference.
  • Tom acknowledged that he filed the IRS Form 8976, “Notice of Intent to Operate Under 501 (C)(4)”. which was required under regulations that were promulgated several years ago. Tom received an acknowledgement letter back from the IRS and the IRS has logged receipt of Form 8976 and the IREA now has a license number and a “Ranking” as a 501(C0(4) organization.
  • Tom reported that as he was trying to go back to the beginning of IREA and to recover documents associated with our designation as a 501(C)(4) he decided to file a Form 4506 “Request for Copy of Exempt or Political Organization” to attempt to receive any documents the IRS may have from 1990. If the IRS does not come back with any documents concerning our application and status as a 501(C)(4) he will consider this issue closed.

Next Board meeting

  • It was decided that there would not be a May IREA Board meeting and that a June IREA Board meeting would be conducted on June 18, 2024, at 1PM at the Idaho Falls Senior Center in the downstairs Conference/Meeting Room.

MINUTES for IREA BOARD MEETING

March 19, 2024

The board meeting was called to order at 1:02 PM in the Senior Citizens Center by Tom Clements. Board members in attendance were Tom Clements, Ken Krivanek, Lou Valenti, Scott Ullsperger, Bob Skinner, Sandy Birk, and Kathy McBride (new Board member, will be discussed further below). Excused were Carla Dwight, Doug Akers, Nancy Carlson, Craig Tyler, Teri Ehresman, and Tom McLaughlin. Absent was Bev Bean, and John Johnson.

A quorum (7 out of 15 members) was present, and Ken Krivanek recorded the meeting minutes for the meeting in hard copy and electronically using the Voice Memos application.

Kathy McBride, a longtime INL employee joined the IREA Board. Kathy will join the Board as of today and become the co-chairperson of the Membership Committee along with Carla Dwight. The Board welcomed Kathy as a new member. Carla will mentor Kathy in her new position and take on the role of the IREA Treasurer after the May 14th elections of officers and relieve Tom Clements of that task. Kathy McBride recently retired from BEA on January 25, 2024, she is married and has two (2) children.

Secretary (Ken Krivanek):

Ken was asked in January to investigate the availability of not-for-profit platforms (such as Note-it) to electronically record the IREA Board meetings. Ken used a free app called Voice Memo and has found it very useful during the February IREA Board meeting and will plan to continue to utilize Voice Memos and its electronically recorded version of the meeting as a back up to his formal note taking.

The meeting minutes for the February 27, 2024, IREA board meeting were reviewed and discussed. Ken was asked to forward the completed final meeting minutes for February to Teri Ehresman for posting on the IREA website.

    • It was moved, seconded, and approved to accept the February IREA board meeting minutes without any changes.

Committee Reports

Treasurer (Tom Clements, acting): 

  • The February Treasurer’s report is included at the end of these meeting minutes.
  • Tom reported that IREA has $11,319.05 total in our account.
  • Tom reported that our Westmark CD that is valued at $7770.79 is maturing next month and needs to be rolled over. He noted that there were several options for this rollover, either an 8-month CD earning 5% or a 12-month CD earning 4.8%.
    • It was moved, seconded, and approved to allow Tom to roll over the total value of our CD into one that earns the highest yield possible and that will last no longer than 13 months.  
  • Tom noted that he was trying to determine if IREA needs to file an exemption to the new Corporate Treasury Transparency Act that is designed to identify financial crimes associated with LLC. The IREA is a 501 (c)(4) social welfare organization and as such is exempt from this act, but Tom wants to be sure that we do not need to formally file an exemption.

Membership (Carla Dwight):

  • Carla was not present at this monthly meeting and no report was provided; however, the final March Membership report is included at the end of these meeting minutes.
  • Tom informed the Board that he received a letter from Mr. Eric Hobday who is a retired mechanical engineer living in Victor. He worked in the defense sector most of his career but had no association with INL. He stated that he was interested in trying to locate an INL retiree that would be interested in tutoring him in math and to better understand differential geometry, including matrices, vector calculus, linear algebra, abstract algebra, topology, and manifolds. Tom said he will summarize Mr. Hobday’s request and send it to Carla who could then in turn forward the request as an e-mail to all IREA members to solicit any interest in helping Mr. Hobday. If anyone shows an interest Tom will provide them with Mr. Hobday’s contact information.

Social (Teri Ehresman):

  • Teri was not present at this monthly meeting; however, the following issues were discussed.

  • The April 9th technical presentation was discussed. An announcement for this event was made in an e-mail but the RSVP link was incorrect, Tom will work with Carla to get the announcement re-issued by March 22nd with a corrected link for submitting an RSVP to Teri.
  • Lou said he plans to attend the April 9th technical event and he will set up a table with the IREA banner and membership forms available and he will also collect dues from members that would like to get current on their dues.
  • It was noted that the IREA will provide cold bottled water and cookies at this event and the Legion said they will supply soft drinks to members that would like a soda. Kathy McBride will obtain the refreshments for the April 9 technical presentation.
  • Tom stated that Sandy Birk was working closely with Jeff Jones at Westmark to organize an early June technical program to be held again this year at the Idaho Brewing Company (IBC). Jeff Jones stated that Westmark would provide the refreshments and possibly a pizza dinner. There would also be a cash bar for members to utilize at their discretion.
  • Jeff Jones also noted that IREA would be allowed to utilize their training facility for future meetings and that Westmark would help sponsor the meeting.
  • Jeff Jones provided Westmark tickets to the IREA board members for the March 27th hockey game at the Mountain America Events Center.

  • The INL/IREA Collaborative Meeting with BEA was conducted on March 6, 2024, at the CAES facility in Idaho Falls. Present at this meeting from the IREA were Tom Clements, Carla Dwight, Bev Bean, Bob Skinner, Lou Valenti and Ken Krivanek and John Johnson joined via phone call-in. BEA representatives included: John Revier, Director, State and Regional Affairs (via Zoom), Anna Coy (Johns Assistant), Liza Leonard (Local Govt. Affairs), Michael Cousins (Communications Liaison), Ethan Huffman (Executive Communications), Julie Ulrich (Lab wide Communications), and John Anderson (Human Resources Business Partner). Tom Clements said he would try to issue a summary of the topics discussed at this meeting.
  • Revision of the IREA By Laws to include electronic voting and other associated changes as originally proposed by Tom Clements were to be discussed today after Carla and Lou had time to work together to incorporate additional revisions into the By Laws to include modification of the “Records Management” section; and to clarify how remote meetings could be conducted. Carla was not present, and Lou said that they were still actively working on their revisions which would be available for approval at the April 23rd Board meeting and in time to announce the changes 15 days prior to the May 14th General Meeting.
  • The IREA operates as an IRS Section 501(c)(4) social welfare organization. Tom Clements is still working to recover a copy of the original “birthing” documentation submitted to the IRS by IREA.

IREA BOARD MEETING

February 27, 2024

The board meeting was called to order at 1:01 PM in the Senior Citizens Center by Tom Clements. Board members in attendance were Tom Clements, Ken Krivanek, Lou Valenti, Carla Dwight, Scott Ullsperger, Bev Bean, and Teri Ehresman (on the phone via a remote call). Excused were Nancy Carlson, John Johnson, Craig Tyler, Bob Skinner, and Tom McLaughlin. Absent was only Sandy Birk, and Doug Akers.

A quorum (7 out of 14 members) was present, and Ken Krivanek recorded the meeting minutes for the meeting in hard copy. The use of an electronic recording software (Otter.ai) was utilized to see if it would work for the IREA Board meetings as a recording device. A decision will be made following this meeting concerning the usefulness of Otter.ai as a recording device.

Secretary (Ken Krivanek):

The meeting minutes for the January 30, 2024, IREA board meeting were reviewed and discussed. Ken was asked to ensure a copy of the December Treasurer’s report and the January Membership report were included in the meeting minutes and forward the completed final meeting minutes for January to Teri Ehresman for posting on the IREA website.

    • It was moved, seconded, and approved to accept the January IREA board meeting minutes without any changes.

Committee Reports

Treasurer (Tom Clements, acting): 

  • The January Treasurer’s report is included at the end of these meeting minutes.
  • Tom noted that $11,530 was the total balance of the IREA assets at the end of January (see attached Treasurers report).
  • Tom further reported that the IRS Form 990-N was submitted to the IRS and notice of receipt of same was obtained from the IRS. The IRS uses the form to verify that the receipts of the IREA are less than $50,000 annually. The final submitted Form 990-N was filed by Tom in the Treasurer’s files.
  • Tom paid the annual fee ($25) for the IREA website name to Qwk.net.

Membership (Carla Dwight):

  • The final February Membership report is included at the end of these meeting minutes.
  • Carla ordered a new stamp to endorse IREA checks for deposit, which should arrive soon, as the old one started leaking ink.
  • The Board had a general discussion concerning the members counted as “active” by Carla.
    • An action was given to Ken Krivanek to call all members that have not paid any dues since December 31, 2022, and try to ascertain why they no longer wish to be part of the IREA.
    • An Action was also given to Tom Clements to call all the new IREA members, send the most recent newsletter, and welcome them to the organization.  

Social (Teri Ehresman):

  • Teri Ehresman will forward to Carla information she received from Bob Skinner concerning his April 9th presentation so that this information can be utilized by Carla in a notification of the event which she will send to all members on March 18th in either an e-mail or in a post card for the members that do not use e-mail.
  • Carla will also send out a hard-copy notification in mid-April to all members informing them of the May 14th annual meeting and social event. This notification will also include everyone’s dues status as of that date.
  • The Hilton has responded that they are ready and prepared for the annual meeting at their venue.
  • Lloyd Knight, Deputy Director and Nicolas Zurfluh, Bureau Chief from the Idaho Department of Agriculture has been asked to confirm their participation at the May 14th annual meeting but have not responded yet.
  • BEA has also not confirmed that they will send two (2) people to support a booth at the meeting and to be present both before the luncheon and after the technical presentation to answer specific personal question that individual IREA members may still have concerning the data breech last year.
  • Carla reported that the IREA newsletter costs about $3 to prepare and issue for each of the 36 members that receive the newsletter as hard copy. Since two (2) newsletters are issued annually the total cost to issue hard copy newsletters is about $216 annually. Tom noted that we only collect about $180 dollars in extra dues from the members requesting hard copies. So, the IREA is subsidizing these members about $36 annually (or about $1 per member). Some discussion pursued concerning possibly increasing the dues for members requesting a hard copy to $10 from the present $5. A final decision to raise the dues of those requesting a hard copy newsletter was tabled until the April 2025 Board meeting.

  • The April 9th technical presentation was discussed. Bob Skinner is to be the speaker and he sent information concerning his event to Teri Ehresman, she has posted his information to the IREA Facebook page.   • Tom stated he will work with Sandy Birk to see if Westmark would be willing to conduct a June Technical meeting at the Idaho Brewing Company (IBC). Jeff Jones has repeated several times that he would be willing to help support such a meeting.
    • It was moved, seconded, and approved to explore having a June technical meeting at IBC with Jeff Jones of Westmark providing the refreshments and conducting a talk with the members.
  • Tom Clements asked the Board members to start thinking about a fall technical meeting and who we might like to make a presentation. He suggested that maybe we could work with Nuclear Care Partners and others to conduct a multi-organizational presentation. Nuclear Care Partners is one of the largest home care providers serving former atomic workers. They provide benefits guidance, advocacy, and the highest quality of in-home care to former atomic workers, including former Idaho National Lab and Argonne-West workers.

New Business:

  • Tom Clements contacted the existing officers of the Board this past week to determine their willingness to continue in their present roles on the Board as 2024 to 2025 officers. All three officers said that they were willing to continue in their roles. Tom will try to contact other Board members to determine if any of them would be willing to assume the role of IREA Treasurer. Tom is hopeful that an existing Board member will step into this position to relieve him of the double responsibilities. If a Board member will not take on this role it was proposed that maybe an existing or new IREA member would be willing to join the Board as an officer.
  • Tom sent his proposed INL/IREA Collaborative Meeting Agenda to BEA this past month and he requested a sit-down meeting to discuss the collaborative ideas presented in his proposal that could enhance cooperation between the INL and its retirees. Tom is now waiting on a date that BEA would like to meet.
  • Tom worked on revisions to the By Laws to include electronic voting and other associated changes and issued his draft proposal to the Board last week (February 26th). He received back comments from several Board members and incorporated those revisions. The proposed By Law revisions that were issued were considered.
    • An action was given to Carla Dwight and Lou Valenti to work together to incorporate additional revisions into the By Laws to include modification of the “Records Management” section; and to clarify how remote meetings could be conducted.
  • The IREA operates as an IRS Section 501(c) (4) social welfare organization. Tom Clements is still working to recover a copy of the original documentation submitted to the IRS by IREA.

Next Board meeting

  • It was decided that the March Board meeting will be held on March 19, 2024, at 1PM at the Idaho Falls Senior Center in the downstairs Conference/Meeting Room.

February 2024 Membership Report by Carla Dwight

  • As of the end of Feb. 2024 we have 217 active members (i.e., have paid thru 2022, 2023, or 2024 dues). This count reflects those members that Ken K. called who had last paid for dues thru 2022, some which agreed to renew, and some who did not want to renew due to medical or budget limitations. Those that could not be reached by Ken were sent a final email with the membership form in hopes they would consider renewing their membership. If they don’t renew by the end of March they will be removed from the membership list.
    • Of the active members noted above, 17 members remain on the list that last paid in 2022 and agreed to renew per Ken’s call, or were not reached by Ken. All of these 17 members were emailed on 3/3/24 as noted above.
    • Of the active members, 200 members last paid dues or were credited (i.e., counted for 2024 dues) for 2023.
    • Of the active members, 127 have paid (or were credited for) 2024 dues, leaving 90 of the currently active members still owing 2024 dues.
    • Of the active members, 26 have paid 2025 dues.
    • Of the active members, 13 have paid 2026 or later (2028) dues.
  • Of our current active members, 36 members receive hardcopy information.

IREA Board Minutes

MINUTES for IREA BOARD MEETING

January 30, 2024

The board meeting was called to order at 1:02 PM in the Senior Citizens Center by Tom Clements. Board members in attendance were Tom Clements, Ken Krivanek, Lou Valenti, Bob Skinner, Carla Dwight, Bev Bean, Craig Tyler, Scott Ullsperger (new Board member, will be discussed further below), Tom Mclaughlin, and Teri Ehresman (on the phone via a remote call in). Excused were Nancy Carlson and Doug Akers. Absent were Jerry Johnson, John Johnson, and Sandy Birk.

Tom Clements took an action in November to contact Jerry Johnson since no one has heard from him in several months to see if he still has an interest to be a Board member. Tom was unable to contact Jerry after several phone calls and e-mails went unanswered. Therefore, based upon Section II, subpart (c) which states that any Board member that fails to attend three consecutive Board meetings without prior notification to the president or secretary shall be asked to resign by the president. Tom Clements, therefore, will send an e-mail to Jerry stating that he has been removed from the IREA Board and will thank him for his service to IREA.

To maintain the Board membership at 14 members, Carla Dwight, the Membership Committee Chairperson contacted Scott Ullsperger to determine if he would become a Board member and take Jerry’s position on the Board. Scott agreed to become a member of the Board and was welcomed to the meeting today. Scott was in the Navy for 6 years and worked at ATR for 29 years and at TREAT for 3 years. He is married and has one (1) child.

A quorum (10 out of 14 members) was present, and Ken Krivanek recorded the meeting minutes for the meeting in hard copy. The use of an electronically recorded version as a backup to his note taking was not utilized since the platform that has been used over the last few months has become a for fee service. Ken will investigate the availability of other not for profit platforms (such as Note-it) to electronically record the Board meetings in the future.

Secretary (Ken Krivanek):

The meeting minutes for the October 31, 2023, IREA board meeting were reviewed and discussed. Since the November Board meeting did not have a quorum, the October meeting minutes could not be approved at that time, their final approval was postponed till this meeting. Ken was asked to add a copy of the September Treasurer’s report and the October Membership report and forward the completed final meeting minutes for October to Teri Ehresman for posting on the IREA website. Ken was reminded NOT to include the NLWU List when he submits the final meeting minutes.

    • It was moved, seconded, and approved to accept the October IREA board meeting minutes without any changes.

The meeting minutes for the November 21, 2023, IREA Board meeting were reviewed and discussed. The second bullet under the New Business section was determined to be inaccurate and the last line will be modified to replace the reference to a “manager” and change it to a “staff member”. Ken was asked to add a copy of the October and November Treasurer’s Report and the December Membership report and forward the final revised copy of the November meeting minutes to Teri for posting on the IREA website.

    • It was moved, seconded, and approved to accept the November IREA board meeting minutes as amended above.

Committee Reports

Treasurer (Tom Clements, acting): 

  • The December Treasurer’s report and the CY 2023 Annual Treasurer’s report are both included at the end of these meeting minutes.
  • Tom noted that revenues for CY 2023 exceeded expenditures. He attributed that to the fact that both Westmark and BEA graciously supplied refreshments at our two technical meetings (spring and fall respectively) conducted during 2024. In summary Tom stated that the IREA had expenses of $1979.94 and revenues of $2396.64 during CY 2023.

Membership (Carla Dwight):

  • The IREA Membership Report for January is included at the end of these meeting minutes. The January Membership Report is as of January 31, 2024.
  • The College of Eastern Idaho (CEI) Foundation sent information regarding a fund raiser. The packet was turned over to Tom Clements.  No further action was taken.
  • Carla agreed that the Membership report could be included in the month associated with the meeting minutes.
  • IREA has received the Rocky Flats newsletters for the last two months.
  • Carla noted that the cost for generating and issuing hard copies of the newsletter is increasing and suggested that it may be necessary to raise the fees we collect for this service. After all receipts are received for this service during CY 2023 Carla will estimate the cost of mailing an individual the newsletter and the Board can decide if the fees need to be raised for this service at the next Board meeting.
  • It was decided that in June Carla would finalize the 2023 membership list to eliminate those members that have not paid dues for 2024 and beyond. We will finalize our membership role after we determine who hasn’t paid after the spring social event in May.
  • Carla informed everyone that our mailing lists and checks have the wrong zip code shown. The IREA mailing zip code is 83402 and NOT 83405 as presently shown. This will need to be corrected as new labels and checks are ordered.

Social (Teri Ehresman):

  • It was suggested that IREA would subsidize IREA members and their guest $3 of the total $18 cost per person at the May 7, 2024, social event to be held at the Hilton Hotel. A no-host bar would also be available at the Hilton for use by the IREA membership.
  • Lou Valenti reported that Lloyd Knight, Deputy Director and Nicolas Zurfluh, Bureau Chief from the Idaho Department of Agriculture would be willing to deliver a 15-minute discussion of the recent Quagga mussel outbreak on the Snake River near Twin Falls. These speakers could talk to us about how the Quagga mussels arrived in the river, how they were found, and how the river was quarantined and treated to eliminate the Quagga mussels. It was proposed that a 5 to10-minute Q & A session could follow this presentation. The presenters will bring their own projector and screen. The IREA Board said they could provide lunches for these presenters.
    • It was moved, seconded, and approved to accept Lou Valent’s suggestion to bring two speakers from the Idaho Department of Agriculture to deliver a discussion of the recent Quagga mussel outbreak on the Snake River near Twin Falls. The IREA will provide lunches for these presenters.
  • The board also discussed having BEA give a presentation concerning the security breach that resulted in the loss of personal data for a significant number of the INL workers and retirees. But most Board members felt that information concerning this data breech has already been well reported and that most IREA members have had their questions answered. But BEA could man a booth at the meeting and be present both before the luncheon and after the technical presentation to answer specific personal question that individual IREA members may still have and that may not feel comfortable openly discussing their issues in a public forum.
    • It was moved, seconded, and approved to invite BEA to send two (2) people and that the IREA would supply lunch for them, to support a booth at the meeting and to be present both before the luncheon and after the technical presentation to answer specific personal question that individual IREA members may still have.
  • Carla will send out a postcard in April to announce the spring social event with the technical topic and to include that BEA will have a booth at the meeting to address individual data breach concerns. The postcard will request an RSVP by a date to be determined in late April to support providing the Hilton with adequate time to prepare for the meeting.
  • A discussion was conducted concerning whether a media advisory should be sent out to the East Idaho News, the Community Calendar, Channel 8 News, and the Thrifty Nickel to announce the spring social with the Quagga mussel outbreak discussion. Board members were asked to investigate other media outlets that could be contacted. It would be decided at the next Board meeting if a media advisory should be issued announcing this event. No lunch would be provided to the media if they happened to show up at the event, since media presence is difficult to predict. Board members felt a media announcement/advisory may help attract new members to the IREA.

Historian (Bev Bean):

  • The NLWU List for December was issued to the Board members for information only on January 25, 2024.

Technical Programs (Doug Akers):

  • Doug was not present at this monthly meeting since he is in Arizona for the winter.
  • Tom stated that we need at least two technical meetings to be held during 2024. It was proposed that the first technical meeting should be held in the March/April or June/July time frame to coordinate around our May social event. After some discussion the Board thought an April technical meeting would be a good idea. Bob Skinner then volunteered to present a technical program concerning the soon to be christened USS Idaho. The meeting was proposed to be presented on Tuesday April 9, 2024, at 6:30 to 8:00 PM at the Veteran Memorial Building located at 485 Constitutional Way in Idaho Falls. The IREA will supply refreshments in the form of cold water and cookies or other light refreshments. Bob stated that the building will hold up to 150 people and that there is adequate street parking after 6 PM.
    • It was moved, seconded, and approved to accept Bob Skinner’s gracious offer to conduct a presentation concerning the soon to be christened USS Idaho on Tuesday April 9, 2024, at 6:30 PM at the Veteran Memorial Building at 485 Constitutional Way in Idaho Falls with the IREA supplying light refreshments.
  • Tom Clements asked the Board members to start thinking about a fall technical meeting and who we might like to make a presentation. After minimal discussion the Board authorized Tom to send his draft as a final proposal to BEA and request a sit-down meeting to discuss the collaborative ideas presented that could enhance cooperation between the INL and its retirees.

2023 Annual Treasure Report

A summary of the financial status of IREA as of December 31, 2023, is provided below.  The 2023 income for IREA came from membership dues and interest from savings.  Efforts to restart IREA activities were fully realized in 2023 with two social events (Hilton, Garcia’s) and two technical programs (Financial program at Idaho Brewing, BEA technical meeting).  Both social events were partially subsidized by IREA.  Westmark provided the pizza, salad, and sodas for the June financial technical program and BEA provided refreshments for the September technical program which reduced IREA costs.

Efforts to actively collect annual dues resulted in $2,125.00 being received.  The Certificate of Deposit (CD) and other account interest yielded $271.64.  Establishing the CD in March 2023 resulted in $270.79 of the total interest received in 2023.

Total Revenue:  Dues of $2,125.00 + Interest of $271.64 = $2,396.64

For 2023, more revenue was received compared to 2022 and expenses were higher due to increased social activities and communication efforts.  Revenue increased (approximately $443.75) over 2022 with increased dues collection efforts.  Expenses were higher than 2022 ($845.77) due to increased communications to members (event postcards, newsletters), subsidizing both social events and paying the biannual website fee. Overall, expenses were less than revenue received.

Balances for the checking account, savings account, and CD, as of 12/31/2023, were $1,678.65, $1,125.56, and $7,700.79, respectively, bringing total IREA assets to a value of $10,575.00.  This asset balance is $416.70 higher than the 2022 total asset balance.

For 2024, efforts to increase membership should bring more revenue, along with increased interest savings from the term certificate of deposit set up in March 2023, to fund IREA activities.

        

January 2024 Membership Report by Carla Dwight

  • HAPPY NEW YEAR!
  • As of the end of Jan. 2024 we have 218 active members (i.e., have paid through 2022, 2023, or 2024 dues). Of these, 26 members last paid in 2022. This number at the end of December was 41; postcards were sent to these members in December letting them know their dues status, and requesting payment ASAP that will apply to 2024 dues. If 2024 dues are not paid by end of March for this group, they will be moved to inactive member list, leaving 192 active members.
  • Of our currently active members, 102 have paid 2024 dues.
  • 19 members have paid 2025 dues; and 3 members have paid 2026 through 2028 dues.
  • We had 2 new members join in December: Warren O. Merrill and Bob Nitschke — WELCOME AND THANK YOU!
  • Of our current active members, we have 39 members that receive hardcopy information.
  • The Jan. 2024 newsletter was distributed electronically and via mail on 2/1/24. 42 hard copies were mailed (to the 39 that requested and paid $20 for their dues, plus 3 to individuals whose current email in the spreadsheet was unable to be delivered—I put a note in their envelope to please provide an updated email). The cost for copies and postage for these 42 envelopes mailed was a total of $124.95 (76.67 for postage, and $48.28 for copies), for a cost of $2.98 each, not including the envelope, labels, or printer ink for the labels. I had enough envelopes, labels, and ink to cover this batch since I last purchased these items in 2023 (and was reimbursed for them).
  • Our 218 active members are located in various locations, as summarized below:
    • 164 (75%) live in the area, ~ 50-mile radius from Idaho Falls
    • 22 (10%) live in Idaho outside of the ~ 50-mile radius

MINUTES for IREA BOARD MEETING

November 21, 2023

The board meeting was called to order at 1:09 p.m. in the Senior Citizens Center by Tom Clements. The meeting started late because the members present wanted to wait 10 minutes to see if other members would arrive to give us a quorum. Board members in attendance were Tom Clements, Ken Krivanek, Lou Valenti, and Bob Skinner. Excused were John Johnson, Carla Dwight, Bev Bean, Nancy Carlson, Teri Ehresman, and Craig Tyler. Absent were Doug Akers, Tom Mclaughlin, Sandra Birk, and Jerry Johnson. Tom Clements took an action to contact Jerry Johnson since no one has heard from him in several months to see if he still has an interest to be a Board member.

A quorum (4 out of 14 members) was not present, and no motions or formal decision-making activities could be conducted. Ken Krivanek recorded the abbreviated meeting minutes for the meeting in hard copy and used an electronically recorded version as a backup to his note taking.

Secretary (Ken Krivanek):

  • The meeting minutes for the October 31, 2023, IREA board meeting were reviewed and discussed. It was noted that the draft meeting minutes failed to include a motion to no longer include the NLWU list in the monthly meeting minutes. Ken verified that the missing motion was in his hard copy notes and apologized for not including that motion and its approval in the October monthly meeting minutes. This oversight will be fixed prior to the final approval of the October meeting minutes.
  • The final revised copy of the September meeting minutes will be forwarded to Nancy Carlson for posting on the IREA website in November.
  • Since a quorum was not present the October meeting minutes were not approved.
  • A revision to the Bylaws may need to be enacted next year to allow electronic voting, electronic participation in Board meetings, and electronic bill payments. The Bylaw revisions these electronic activities can occur any time the revisions are ready if we call a special membership meeting and at least 20 members attend the meeting to vote on the changes.

Committee Reports

Treasurer (Bob Skinner): 

  • Tom reminded Bob to issue a letter of resignation to the Board members as soon as possible to allow Tom to act as treasurer until a new interim treasurer can be identified.
  • Tom announced that all Westmark monthly statements are now coming to him.
  • The October treasurer’s report is included at the end of these meeting minutes.
  • Since the Board will not conduct a December Board Meeting the November treasurer’s report will also be included at the end of this month’s meeting minutes.

Membership (Carla Dwight):

  • The IREA Membership Reports for November and December are at the end of these meeting minutes. The November Membership Report is as of November 30, 2023, and the December Membership Report is as of December 31, 2023.
  • Tom noted that he had not heard if postcards that were mailed to the 31 members that have not paid dues for 2023, successfully solicited any responses and then if delinquent members had been removed from the IREA membership list.
  • Ken Krivanek reported that he contacted the 8 current members that do not have a current e-mail address and was able to collect new viable e-mail addresses for four (4) of these members. Two others had no active phone number and could not be reached, and the remaining two said they no longer wished to receive IREA mailings for different reasons.
  • The Board discussed at length how the IREA Membership Report issued by Carla should be incorporated into the meeting minutes. Should the meeting minutes include the IREA Membership Report from the prior month or should it incorporate the current months Membership Report. Arguments were presented and discussed on both sides of this issue. However, no decision was reached because Carla was not present at the meeting. Further discussion on this issue will be conducted at our next Board meeting.

Social (Teri Ehresman):

  • Tom suggested that IREA could potentially subsidize IREA members and their guest between $6 to 8 of the total $18 cost per person at the May 7, 2024, social event to be held at the Hilton Hotel as we did last year. This subsidy will need to be approved at our next Board meeting.
  • Tom asked the Board members present at this meeting to start thinking about a speaker for the May 7th spring social meeting. He suggested that we might be able to get a BEA or IEC or another non-laboratory speaker. Lou Valenti suggested that we might get a speaker from the Idaho Fish and Game to discuss the recent mussel outbreak on the Snake River near Twin Falls. This speaker could talk to us about how the Quagga mussels arrived in the river, how they were found, and how the river was quarantined and treated to eliminate the Quagga mussels.

Historian (Bev Bean):

  • The NLWU List for October and November have been issued to the Board members for information only on November 22, 2023, and December 23, 2023, respectively.

Technical Programs (Doug Akers):

  • Tom Clements asked the Board members to start thinking about the March/April spring technical meeting and who we might like to make a presentation. For example, this year we had Westmark give the presentation and it was very well received.

Investments (John Johnson):

There was nothing reported.

Benefits (Tom McLaughlin):

Tom’s information for the newsletter has been issued to Teri already.

Website (Nancy Carlson):

 

  • Nancy has updated the website with the lates meeting minutes and the NLWU for September.
  • Teri Has agreed to take over as the website administrator after Nancy leaves that position in January.

Unfinished Business

  • Nancy has turned over to Carla a jump drive with all IREA historical data including such things as the monthly Board meeting minutes. Tom promised to get with Carla to determine how all the Board members can access this historical data.
  • Nancy suggested to Tom that the Website not include all of the Treasure’s report, but Tom thinks the Treasurers report should be issued in its entirety as long as there is no issues preventing the downloading of the Board meeting minutes with the Treasurers report included.

New Business

  • The newsletter preparations are moving along well. All input is due December 1, 2023. If Board members are planning to prepare a paragraph, they need to get them to Carla, Tom, and Teri by the December 1st Carla was to solicit input for the Newsletter from all active members concerning their fun activities in retirement, but we did not know if that correspondence had been issued.
  • Both BEA and IEC will prepare an article for inclusion in our January Newsletter. BEAs article will cover the new INL Foundation, and IEC just hired a new public relations staff member that will prepare their article.

Next Board meeting

  • It was decided not to hold a December IREA Board meeting.
  • It was decided that the January Board meeting will be held on January 30, 2024, at 1pm at the Idaho Falls Senior Center in the downstairs Conference/Meeting Room.

October 31, 2023

The board meeting was called to order at 1:03 p.m. in the Senior Citizens Center by Tom Clements. Board members in attendance were Tom Clements, Ken Krivanek, Carla Dwight, Tom Mclaughlin, Sandra Birk; Lou Valenti, Bob Skinner, and John Johnson. Excused were Bev Bean, Nancy Carlson (whose husband passed away October 27, 2023), Teri Ehresman, Doug Akers, and Craig Tyler. Absent was Jerry Johnson. A quorum (8 out of 14 members) was present, and Ken Krivanek recorded the minutes for the meeting in hard copy only. The Board discussed the sending of a sympathy card to Nancy and Tom volunteered to prepare a card and send it to Nancy and her family.

Secretary (Ken Krivanek):

The meeting minutes for the September 19, 2023, IREA board meeting were reviewed and discussed. The second bullet under the Website section was determined to be inaccurate and will be removed. Ken was asked to add a copy of the July and August Treasurer’s Report when they become available. The final revised copy of the September meeting minutes will be forwarded to Nancy Carlson for posting on the IREA website later in November.

It was moved, seconded, and approved to accept the September IREA board meeting minutes as amended above.

Committee Reports

Treasurer (Bob Skinner): 

 

  • Bob Skinner announced that he was no longer able to perform the tasks of treasure and asked to resign his post. Bob transferred all his treasurers’ files to Tom Clements for safekeeping. Tom asked Bob to issue a letter of resignation as he has time.
  • Carla then informed the Board that Scott Ullsperger indicated on his recent Membership Form that he might be interested in helping to work for IREA. It’s possible that he would volunteer to assume the treasurer’s responsibilities. Carla will contact Scott to investigate his interest in taking on the treasurer’s responsibilities.
  • Tom said he would try to complete the July, August, and September treasurer reports and issue them as soon as possible. If he can complete the July and August reports, they will be included in the September meeting minutes. The September treasurer’s report is attached at the end of these meeting minutes

Membership (Carla Dwight): The October 31, 2023, Membership Report is provided below:

  • The IREA Membership Report for October is at the end of these meeting minutes. The Membership Report is as of October 31, 2023.
  • Postcards were mailed to the 31 members that have not paid dues for 2023; they were notified that if they want to rejoin IREA their dues payment will cover 2024 (i.e., their 2023 dues will be waived since they have not attended any events and none remain in 2023, as was approved in the September IREA Board Meeting). If no response is obtained from these 31 members, they will be deleted from our membership role.
  • Carla brought a list of the 8 current members that do not have a current e-mail address and suggested that we call these 8 members to see if we can get updated information. At present we are sending hard copies to these eight and the costs for that mailing is higher than using an email distribution. If they do not want to provide an updated e-mail address, they should go to the website to get updated information. Ken volunteered to contact these 8 members to update their current e-mail address and to provide that revised information back to Carla.
  • Lou Valenti was asked to review his efforts associated with the operation of the IREA booth at the Idaho Falls Farmers Market to spearhead our membership drive. Lou reported that the booth was supported on two market dates, September 30th, and October 21st and that Teri’s banner was a huge part of the success of our booth to attract potential new members at the market. Sandy Birk, Doug Akers, and Tom Clements helped to man the September 30th booth when 20 people expressed interest in the IREA and took Membership forms. On October 21st, Craig Tyler and Tom Clements assisted Lou and 15 people expressed interest in the IREA and took Membership forms. So far only one of those interested people has joined IREA.

Social (Teri Ehresman):

  • Teri was out of town and was unable to be present at this board meeting, but she did discuss with Tom the idea of a spring social event to be held on May 7, 2024, at the Hilton Hotel as we did last year. She thought the potato bar was a success and that the cost next year would be in the range of $18 to 20 per person.

Historian (Bev Bean):

  • The NLWU List for August was included in the September meeting minutes.
  • The board then discussed the idea of removing the NLWU List from the monthly meeting minutes and only issuing the NLWU list once or twice a year. All current paid members will still receive the NLWU list either as electronic copies or as hard copies in the newsletter. The idea to delay the issuance of the NLWU list for either 6 months or for a full year was discussed. Maybe annually or semiannually distribution of the NLWU list would help encourage people to become paying members.
    • It was moved, seconded, and approved to limit the distribution of the NLWU list to only active paid members of IREA. Paid members will receive the NLWU list either electronically or as hard copy in the IREA newsletter. The newsletter will not be posted to the website for 6 months or until the next newsletter is issued.  The NLWU list will be published on the website only annually after the end of the calendar year.
    • It was moved, seconded, and approved that the NLWU report for September will not be included in the October Board Meeting minutes and that the NLWU list will no longer be included in any future Board Meeting minutes.
    • It was moved, seconded, and approved that post cards be sent to all non-paying members, those that have paid for the hard copy newsletter, and all members that receive electronic mailings to inform them about this major change in the distribution of the NLWU list.
    • It was moved, seconded, and approved that a note will be sent to all active members (either electronically or as a post card) to solicit input into the new “Life Events” Section in the newsletter.

Technical Programs (Doug Akers):

  • Nothing new to report concerning the health care program activities.
  • The technical meeting on September 20 was a positive discussion presented by BEA management. The BEA presenters showed a significant interest in the ideas that retirees may have or activities they may have been involved with during their working careers that could help BEA better inform the public of their activities or help them educate the public on the role the INL play in the nuclear industry.
  • An action item was assigned to the Board members that attended the September 20th technical meeting to provide by November 9th to Tom Clements a paragraph that provides ideas on what the INL retires can provide to BEA.
  • If we can show BEA what we can offer to help them they may be more willing to help us get the word out to the future retirees that our organization exists. This could consist of providing a Membership form in an employee’s employment closeout package.
  • If we can show BEA how we could be of help to them then maybe we could identify a particular technical topic of interest and then ask BEA to provide a technical discussion headlined by experts that are able to discuss that topic in detail. Congruently we could approach BEA about the September 20th technical meeting and ask them to elaborate on a particular area presented during that meeting.

Investments (John Johnson):

  • No changes in the federal tax regulations so far this year but January can always provide surprises and changes can still happen within the next few weeks.

Benefits (Tom McLaughlin):

  • There are three INL investment plan committees that pick the investment firms the INL Investment Plan deals with. Presently the INL investment committees work with 15 to 20 investment firms (such as Merrill Lynch), and all are performing poorly this year.
  • Who at the INL is watching out for our interests in the INL Investment Plan? Can we find the name of this person and maybe get that person to provide a lecture for our membership to help us understand the INL Investment Plan better?
  • Lou provided feedback concerning the Oak Ridge COLA interview, following were his comments:
  1. There are 1800 members in the Oak Ridge retirement organization.
  2. They have conducted several East Tennessee impact studies concerning the Oak Ridge Facility. Maybe we could consider doing something similar.
  3. Lou learned that 29 Federal pension funds ended in 2004 and 401Ks took their place.
  4. Oak Ridge has had no success implementing a cost-of-living adjustment (COLA) for their retirees. The California laboratories are the only laboratories that receive guaranteed COLAs because they are included as part of these laboratories’ contracts.

Website (Nancy Carlson):

 

  • Nancy announced she will retire from the position of web master in January and that we need to look for a new web master. It was suggested that maybe Teri would be amenable to accept this position.

[The error I reported in September was actually not a problem afterall, so these numbers are valid, and have been checked in 2 independent calculations that I built into the spreadsheet.]
  • Of our current active members, we have 43 members that requested hardcopy information; plus 8 additional active members that requested electronic information but have emails that have been “bouncing.” So currently we mail 51 members hardcopy info. Those active members with “bad” emails will be called by Ken to get updated emails.

  • Postcards or letters will be sent to all members next month that still owe their 2023 dues, which will be credited to 2024 dues, as agreed upon by the IREA Board.
  • A postcard or letter will also be sent to all active members that explains our updated policy regarding:
    • Dues are expected to be paid no later than the 1st quarter of the year, or before (vs. the anniversary date of the last dues payment)
    • The “No Longer with Us” list will no longer be posted on the IREA website until the period after it is published in the newsletter, to entice members to pay their dues to receive the newsletter and No Longer with Us list in a timely manner, vs. just getting all info. for free from the website.

September 19, 2023

The board meeting was called to order at 1:00 p.m. in the Senior Citizens Center by Tom Clements. Board members in attendance were Tom Clements, Ken Krivanek, Carla Dwight, Tom Mclaughlin, and Sandra Birk; and Teri Ehresman was in attendance on the speaker phone. Excused were Bev Bean, Nancy Carlson, and John Johnson. Absent were Bob Skinner, Craig Tyler, Doug Akers, Lou Valenti, and Jerry Johnson. A quorum (5 out of 14 members) was present with an extra Board Member (Teri Ehresman) attending remotely, and Ken Krivanek recorded the minutes for the meeting electronically and in hard copy.

Secretary (Ken Krivanek):

The meeting minutes for August 22, 2023, IREA board meeting was approved. Ken was asked to add a copy of the July Treasurer’s Report if possible and the August INL’s No Longer with Us List and the Member Report to the August minutes and send a final copy to Nancy Carlson for posting on the IREA website.

    • It was moved, seconded, and approved to accept the August IREA board meeting minutes as prepared.

Committee Reports

Treasurer (Bob Skinner): 

The July Treasurers report (which was not included in the August Meeting Minutes because it was not ready for distribution) and the August Treasurer’s reports are both included at the end of these meeting minutes.

Membership (Carla Dwight): The September 30, 2023, Membership Report is provided below:

  • As of the end of September 30, we have 214 active members (i.e., have paid thru 2022 or 2023 dues)

  • Our total active membership has not grown much overall despite having new members join, as they are offset by those no longer with us.
  • Of our currently active members, 183 have paid for 2023 dues: leaving 31 active members still owing 2023 dues.
  • Of our current 214 active members, we have 43 members that requested hardcopy information; plus 8 additional active members that requested electronic information but have emails that have been “bouncing.” So currently we mail 51 members hardcopy info.
  • Our active members are in various locations, as summarized below:
    • 166 (78%) live in the area, ~ 50-mile radius from Idaho Falls
    • 17 (8%) live in Idaho outside of the ~ 50-mile radius
    • 31 (14%) live in 18 other states, as follows

  • Postcards will be mailed in early November to the 31 members (less any dues that arrive in October 2023) that have not paid dues for 2023; they will be notified that their dues payment will cover 2024 (i.e., their 2023 dues are waived since they have not attended any events and none remain in 2023, as was approved in the September IREA Board Meeting).
    • It was moved, seconded, and approved to send a post card to all IREA members whose dues are in arrears for 2023 and allow them to pay in October their $15 annual dues and allow this payment to count toward their 2024 membership and we will not collect their 2023 dues.
  • It was also suggested that we consider calling the current members (8) and inactive members (18) that do not have a current e-mail address to see if we can get updated information and to entice the inactive members to re-join. A list of names, phone numbers, and status will be provided at the Oct. 2023 Board Meeting to obtain volunteers to make a few calls from the list.
  • Carla reviewed the funds collected during the September 5th social function. She reported that $910 were in the till following the social. The $910 was accounted as follows:

$200 was supplied as change to be used during the event,

$155 in cash was collected as dues,

$450 in cash was collected for lunch payments for 30 people,

$105 in checks was collected for lunch payments for 7 people.

Therefore, $710 was collected for dues and dinner payments during the event.

  • The board members discussed the need to include more information in the newsletter about current active IREA members and try to focus less on the NLWU list. Maybe the NLWU list should only be published annually or semiannually and the distribution to be limited to only paid active members in a standalone document. This will help encourage members to become paying members. This concept will be discussed further at the October IREA Board Meeting.
  • It was also discussed that the newsletter could focus more on the living members by including a new “THINGS THAT ARE HAPPENING WTH OUR MEMBERS” section. Since the NLWU List accounts for almost half of the pages in the newsletter this change would reduce printing costs and give the members a “better” reason to focus on reading the newsletter. Next meeting the format of the newsletter will be evaluated along with its content, i.e., the NLWU vs. the newly proposed “Things That are Happening” section.
  • The Board discussed if it might be prudent to Password protect the website to encourage more membership in IREA. But it was finally decided that idea may just cause membership to further decline.
  • The use of electronic bill-pay to simplify the dues and social event payments was discussed. Before IREA can implement the use of electronic bill-pay the Bylaws will need to be evaluated and updated to allow the use of electronic bill pay.

Social (Teri Ehresman):

  • 2023 Fall Social for IREA members: Photos taken during the Taco Tuesday Fall Social on September 5, 2023, were posted on our Facebook page. And the 37 members in attendance were all featured in these photos. Some of these photos will be added to future newsletters.
  • September 20, 2023, Technical Program: Approximately 21 members have submitted RSVP to announce their attendance at this technical program at the CAES auditorium that promises to be a source of great information to our members. BEA will provide simple refreshments during this meeting.

Historian (Bev Bean): The August 2023 INL’s No Longer with Us (NLWU) List is attached at the end of these meeting minutes and is dated as of September 23, 2023. Please note that this will be the last NLWU list included in the monthly meeting minutes. At the October board meeting it was determined that the NLWU List will no longer be included in the meeting minutes.

Technical Programs (Doug Akers):

Nothing new to report concerning the health care program activities.

Investments (John Johnson):

Nothing to report.

Benefits (Tom McLaughlin):

  • Bob Skinner and Teri Ehresman will fly out on October 2nd to travel to Oak Ridge Tennessee as part of the Citizen Advisory Board (CAB), while there they will meet with Luther Gibson who is part of the Oak Ridge retiree’s organization. They plan to discuss with Luther if they have had any progress on a cost-of-living adjustment (COLA) for their pensioners or any other progress in general.
  • It was suggested that Craig Tyler needs to document his concerns about the potential problems associated with the INL pension plan and get this write up to Bob and Teri prior to their trip to Oak Ridge.

Website (Nancy C.):

  • The IREA will try to do another newsletter around January of 2024. The estimated cost of a newsletter is about $180 to produce and distribute so it is something we could consider.

New Business

  • The Board agreed that the need exists to review our current record-keeping system and to propose a more efficient way to maintain and update IREA records and documents. The establishment of a source document records storage location, possibly on a Google Share Drive was suggested. This type of records storage will facilitate better access and maintenance of important IREA documents. Carla promised to report back to the Board with a proposal of how to save our records as we move forward.
  • The Board saw a picture of the final banner as prepared by Staples. The final cost of the banner was $54 without tax ($57.24 with tax).
  • The Board was reminded to review the content of the trifold flyer as drafted last month. It is planned to review and approval the brochure text at the October Board Meeting. Tom provided Teri with an initial draft trifold and Teri agreed to apply her skills to finalizing a brochure.
  • Tom promised to resend the proposed draft of the brochure sent out to the board members in August that tried to answer the question on what the IREA is and why should anyone want to join the IREA.
  • We discussed moving ahead with trying to increase IREA membership by having a booth at the Idaho Falls Farmers Market. The Idaho Falls Farmers market operates Saturdays 9 AM to 1 PM through October 28th. Discussion ensued whether we should operate a booth at the market between now and October 28th. The consensus of the board members was that we should rent a booth at 1 or 2 of the remaining weekends since the rental fee ($10 – 25) is manageable. We will have our membership application forms at the booth to hand out and we have the proposed content of the brochure for use as a crib sheet to talk with prospective members. Tom will discuss with Lou if he is willing to lead this activity. Ken Krivanek, Sandra Birk, and Tom said they may have some availability to help man the booth. It was thought that we should have a minimum of two people at a time to man the booth. Other Board members may be willing to assist at the booth once future dates are selected.
  • By-Law Revisions: These evaluations continue, potential revisions will occur over the next few months (January – March time frame). The by-laws may also need to be evaluated to allow inclusion of electronic bill-pay for use by members to pay their dues and to pay for the organization’s social activities.
  • Carla will send out an e-mail to new members to solicit write ups that highlight their life events that they might want to add to the newsletter or the website.

Next Board meeting was scheduled for Tuesday, October 31, 2023, at 1pm at the Idaho Falls Senior Center in the downstairs Conference/Meeting Room.

Her work frequently took her away from home to locations like Johnston Atoll in the South Pacific, Idaho, South Carolina, Alabama, Dubai and Russia. She also served as part of the Kosovo Peacekeeping Mission in Bosnia-Herzegovina, and during her career she was awarded the Commander’s Medal for service at four different military base installations.

His professional journey took him to various corners of the United States, including Washington, Idaho, upstate New York, Arizona, and Texas. Throughout his life he achieved a degree in Nuclear Science Engineering and went on to complete his Masters in Instructional Technology.

MINUTES for IREA BOARD MEETING

August 22, 2023

The board meeting was called to order at 1:05 p.m. in the Senior Citizens Center by Tom Clements. Board members in attendance were Tom Clements, Lou Valenti, Bev Bean, Ken Krivanek, and Carla Dwight.   • Carla distributed the latest newsletter on approximately August 15, 2023; (50 hardcopies mailed, + emails to all active members). The cost for the hardcopies was $84.29 for the copies from UPS Store (black & white; color copies would have been ~$315), plus $95.00 in postage from post office = $179.29 = $3.59 ea. Carla provided the 9”x12” envelopes; printed the labels; stuffed and closed the envelopes; and applied the labels and stamps. The UPS Store gave us a 15% discount on copies for AARP or AAA members. Carla was directed to send all her receipts to Bob for payment.
  • Carla stated that 65 present members have still not paid their 2023 membership dues. All member dues are due annually during the first quarter of the new year. In the past dues were due on the anniversary date of a member joining IREA; but this became too confusing and ended several years ago. She will issue an e-mail and a postcard to all members whose dues are in arrears following our September monthly Board meeting reminding them about their past due membership fee and the fact that all dues are due during the first quarter of the year.
  • Carla will send out a reminder about the September 5th Taco Tuesday Social on Thursday August 24th and a reminder of the September 20th Technical event at the Center for Advanced Energy Studies (CAES) facility on September 6th.
  • Carla noted that there are 20 inactive members that their emails bounce back and it is difficult to contact them concerning their past due dues. She is wondering if it is possible that they have passed. Bev will check these 20 against the NLWU List.
  • There are also 7 active members that requested electronic information but have e-mail addresses that are bouncing back. Carla is hoping these 7 members come to the September 5th social and update their e-mail addresses. If they do not come to the social event, she will then issue a post card to these members to ask them to amend their e-mail address.

Social (Teri Ehresman):

  • 2023 Fall Social for IREA members: The Taco Tuesday Fall Social on September 5, 2023, will be held at the Garcia Mexican Restaurant on 17th Street in Idaho Falls. The social will begin at noon and the meal will be served at 12:30 PM. However, all Board members will arrive at 11:30 AM to help sign in and badge the expected IREA guests. All IREA members have been requested to RSVP by August 31st so that an accurate attendance can be given to Garcia’s management to help plan the meal (Garcia’s will plan for a contingency so if people show up without RSVPing there will be adequate food). It was announced that IREA would subsidize the meal cost for each active IREA member and their guest by $7.50 and that the dinner will cost each guest approximately $7.50.
  • September 20, 2023, Technical Program: BEA will be providing information on the topics to be discussed. IREA needs this information from BEA before we can announce the Technical Program. A Question-and-Answer Discussion will follow the Program. The Technical Program will be held in the second-floor auditorium at the CAES building located at 995 MK Simpson Blvd. in Idaho Falls. The IREA will provide refreshments to the participants attending this technical program. All interested IREA members are encouraged to RSVP by September 14th so that adequate refreshment can be provided. BEA has promised to provide the refreshments, but IREA will also be prepared to provide refreshments if BEA has difficulties.
    • It was moved, seconded, and approved for The IREA to utilize funds to provide simple refreshments for the September 20th Technical Program if BEA is unable to provide them.

Richard ‘Dick’ Wagner (90) passed away 5/30/23. He worked at INL in physics. He was involved with Relap5, a computer program used to simulate and analyze the behavior of nuclear reactors under various conditions.

Dwayne V. Bell (67) passed away 6/28/23. He worked at INL as a welding foreman.

Marti Louise (Carroll) Casper (76) passed away 7/16/23.

Ray Ottley Haroldson (95) passed away 7/17/23. He worked at Argonne National Lab Experimental Breeder Reactor (EBR-1). Unfortunately, his clearance took longer than expected and he missed the start-up of the first ever electricity from nuclear power by 2 weeks; however, he was the person who gave the command to flip the switch that powered the City of Arco for the United States’ claim to be the first to use nuclear power for peaceful lighting of a civilian community. His work took him to Clearwater, FL, Naperville, Illinois and Washington DC. Eventually, he worked for the Nuclear regulatory commission and just before retirement, he performed regulatory safety checks for various nuclear power plants throughout the country.

Dana Duane Killian (65) passed away 7/23/23. He worked at INL-CWI for 19 years.

Jeremy Eugene Jennings (49) passed away 7/27/23. He worked at INL as a Sample Handling Specialist and Critical Life Supervisor.

Technical Programs (Doug Akers):

  • The IREA Board discussed a potential future technical program concerning available worker health protection programs that exist for the benefit of INL retirees. Discussed if we could get Gaylan Hansen (INL Coordinator of Worker Health Protection Program) to provide an overview of benefits and available companies for past employees to consider when seeking help concerning their health issues as they work through the DOE program.
  • Also discussed the fact that at least two local companies exist (Nuclear Care Partners and Critical Nursing Staff) that may be convinced to discuss the available support they can provide for our members.
  • Tom Clements said he would take the initiative to see if he couldn’t get Doug to start looking into such a program for a January/February or early spring technical program.

  • It was brought to the Boards attention that Craig Tyler is concerned that the INL Retirement Funds may soon decrease by up to 33% due to program management changes. The exact cause of this potential drop is not well understood. In the past the IREA used to have an ad hoc member on the INL Pension Plan Retirement Funds Board that would help us understand perturbations in the Pension Plan, but we were removed some years ago.
  • Carla will see if Craig can provide further information on his concerns.

New Business

  • Louis did a great job developing some pricing information that was previously sent out to all the IREA Board members to review. A discussion concerning the pros and cons of each printing company’s bids resulted in the Board selecting Staples to produce our new 36” x 72” banner ($100) before the September 5th social event and Zip Print to produce 200 trifold flyers ($54) after our development of a draft. Carla said she will work with Louis to help him use the draft PDF to prepare the final jump drive needed to be supplied to Staples for their use. The Board also wants to ask that Staples provide a 24” wide banner rather than a 36” wide. The Board also discussed the content of the flyer and reviewed Tom’s proposed text. The flyer will also consist of the membership form and some pictures. A draft flyer will be developed by the September meeting for review and approval.
    • It was moved, seconded, and approved for Louis to spend up to $200 to procure a banner using our own graphics and jump drive and 200 flyers using a Board provided format to be used to help increase membership.
  • Tom will send out a few files he has access to that will provide IREA historical information for the current Board members.
  • By-Law Revisions: The IREA By-Laws need to be evaluated against Robert’s Rules of Order to determine if our By-Laws need to be modified to incorporate the use of electronic meetings and voting. Ken said he would begin to look at other organizations that may have incorporated revisions to their By-Laws to allow for electronic meetings and voting during the Covid pandemic shutdown. Carla also stated that she would evaluate the potential need to revise the records retention section to include use of a central repository and modify the IREA By-Laws accordingly. These evaluations will occur over the next few months.
  • Carla also sent out an e-mail to new members to solicit write ups that highlight their life events that they might want to add to the newsletter or the website.

Next Board meeting was scheduled for Tuesday, September 19, 2023, at 1pm at the Idaho Falls Senior Center in the downstairs Conference/Meeting Room.

MINUTES for IREA BOARD MEETING

July 25, 2023

The board meeting was called to order at 1:05 p.m. in the Senior Citizens Center by Tom Clements. Board members in attendance were Tom Clements, Lou Valenti, Bev Bean, Ken Krivanek, Sandra Birk, Bob Skinner, and Tom Mclaughlin. Excused were Carla Dwight, Teri Ehresman, Nancy Carlson, and Doug Akers. Absent were Craig Tyler, Jerry Johnson, and John Johnson. A quorum (7 out of 14 members) was present, and Ken Krivanek recorded the minutes for the meeting.

Secretary- The meeting minutes for the May and June 2023 IREA board meetings were approved. Tom will add a copy of the Treasurer’s Report and the INL’s No Longer with Us list to both sets of minutes and send copies of both to Nancy Carlson for posting on the IREA website.

The June 2023 Treasurer’s Report is attached. The balance in the combined IREA accounts is $10,668.19. The Annual Treasurer Report was issued, and the draft of the Annual State of Idaho Report was prepared and issued for review by the IREA Board members.

The turnover of Treasurer responsibilities was finalized with Bob Skinner when he was added to the Westmark IREA checking/savings account and the Treasurer files were turned over from Tom Clements.

  • Of our current 212 active members, we have 43 members that requested and paid for hardcopy information; plus 7 additional active members that requested electronic information but have emails that have been “bouncing.” So currently we mail 50 members hardcopy info.

Social (Teri Ehresman):

  • 2023 Fall Social for IREA members: It was decided that the Fall Social would again be held at the Garcia Mexican Restaurant on 17th Street in Idaho Falls. The board discussed at length what date would be appropriate for the Fall Social and what date would help attract the most prospective members. After significant discussion it was decided that the Fall Social will be held on September 5, 2023, at noon. The meal will be served at 12:30 PM and all Board members are encouraged to be present at 11:30 to assist with the sign-in and badging of the guests. Bob Skinner noted that he has at his disposal a badge printing machine he can bring to the Fall Social to expedite the sign-in process. Garcia’s back room holds 50 to 60 people, and we will request that Garcia’s management allow us the use of extra tables outside this room to accommodate any overflow. It was further agreed that IREA would subsidize the meal cost for each active IREA member and guest by $8.00.
    • It was moved, seconded, and approved that the IREA Fall Social will be held at Garcia’s on September 5th at 12:00 noon with the meal to be served at 12:30 and that the IREA will subsidize each member and one guest $8 toward their dinners.
  • The Idaho Brewing Company (IBC) retirement planning event:  Featured Jeff Jones and Jamie O’Rullian as guest lecturers from Westmark Credit Union. A third Westmark employee was there to help provide support. Jeff noted that Westmark has several different calculators at their office that can assist IREA members to better plan for their retirement and that Westmark can be there to provide suggestions to members as they plan retirement. Sandy noted that the pizza was delivered late, and many participants left before it arrived; however, the quantity of pizza was just right for the remaining guests (the Board underestimated the quantity of pizza required for the event). Sandy also noted that Jeff promised to provide a transcript of the presentation for our use, this transcript could be sent to all members for their information.
  • Ideas for future financial discussions:  It was decided that Required Minimum Distributions (RMDs) could be a good topic to request Westmark assistance with.

Historian (Bev Bean):

An updated June 2023 NLWU was sent out by Bev and is attached.

Technical Programs (Doug Akers):

  • BEA Collaboration: Several IREA board members met with John Revere, BEA External Affairs Director and his assistant Anna Coy on June 28. The meeting was productive with several outcomes:  Doug Akers offered information meetings to BEA external affairs staff based on training provided to NRC; BEA will be providing an article for the upcoming IREA newsletter; John will reach out to the BEA HR department to identify ways to increase IREA membership; John will see if he can use staff to help improve our social media; and explore how IREA can the support the INL in the future.
  • September 20, 2023, Technical Program: Still waiting for BEA to provide information on the topics to be discussed. IREA needs this information before we can announce the Technical Program. The IREA will provide refreshments to the participants attending this technical program.

Benefits (Tom McLaughlin):

  • Eric Wittwer, BEA provided answers concerning the INL pension plan. Most of his responses provide little hope for a future Cost of Living Adjustment (COLA) to the monthly annuity benefits. The INL retirement plan is one of the least supported plans of all the DOE facilities and as such it is very hard to get DOE complex wide support for our issues when all other sites have a much better plan. A path forward to secure a COLA at INL is not easy to see and Tom expressed his extreme frustration in this area. It was suggested to add Eric’s responses into our newsletter so the IREA membership can get a sense of the issues that are championed on their behalf. Also, the newsletter should have a wider distribution, maybe to include the Idaho congressional delegation.
  • Bob Skinner suggested that Representative Crapo may have a staffer that is connected or assigned to work on INL retirees benefit plans and Bob will attempt to find this staffer and maybe we could invite him to an IREA monthly meeting to help educate him.
  • The INL must file Form 5500 which is an annual financial report concerning the status of the INL Pension Plan.

Unfinished Business-

  • Louis provided details for trying to increase membership by setting up a booth at local events such as the Duck Race ($75 for a 10’ x 10’ space), the Waterfront United Way concerts (no fee), and the Idaho Falls Farmers Market ($10/weekend event). He also suggested IREA purchase a banner to display at these events to attract attention and to print a brochure to inform prospective members of what we do and who we are.
    • It was moved, seconded, and approved for Louis to provide a cost estimate to procure a banner and to produce approximately 300 brochures for our use.
  • The newsletter is on track to be issued by the end of July/early August.
  • The revision of the IREA By-Laws to allow electronic meetings and electronic voting was tabled for a future date.  Further work is needed to address suggestions in Robert’s Rules of Order.
  • No discussion on IREA status as a 501(c)(4) social welfare organization occurred. Tom Clements will contact the IRS with a request to provide a copy of the original paperwork submitted by IREA for operating as a 501(c)4 organization.

New Business

Richard ‘Dick’ Wagner (90) passed away 5/30/23. He worked at INL in physics. He was involved with Relap5, a computer program used to simulate and analyze the behavior of nuclear reactors under various conditions.

Dwayne V. Bell (67) passed away 6/28/23. He worked at INL as a welding foreman.

Marti Louise (Carroll) Casper (76) passed away 7/16/23.

Ray Ottley Haroldson (95) passed away 7/17/23. He worked at Argonne National Lab Experimental Breeder Reactor (EBR-1). Unfortunately, his clearance took longer than expected and he missed the start-up of the first ever electricity from nuclear power by 2 weeks; however, he was the person who gave the command to flip the switch that powered the City of Arco for the United States’ claim to be the first to use nuclear power for peaceful lighting of a civilian community. His work took him to Clearwater, FL, Naperville, Illinois and Washington DC. Eventually, he worked for the Nuclear regulatory commission and just before retirement, he performed regulatory safety checks for various nuclear power plants throughout the country.

Dana Duane Killian (65) passed away 7/23/23. He worked at INL-CWI for 19 years.

Jeremy Eugene Jennings (49) passed away 7/27/23. He worked at INL as a Sample Handling Specialist and Critical Life Supervisor.

No actions taken as a quorum was not present.

  • Discussed having the Fall social in early October before snow birds leave.
  • Garcia’s worked out well last year and should be considered again

Ella Lee Ellis (83) passed away 5/21/23. In 1976 Ella went to work at Argonne National Laboratory-West, and then in 1987 she moved to the Chemical Processing Plant (CCP) where she worked in document control and security. She retired from Westinghouse Idaho Nuclear Company in 1995.

Bruce Arnold Wheeler (96) passed away 5/23/23.

Shirley Moore (88) passed away 5/26/23.

William Kevin Van Orden (62) passed away 5/29/23. He worked at INL as a security guard, firefighter and EMT.  He retired as a captain.

  • The May 10 social event and annual meeting at the Hilton was well-attended with 50 people, including three from IEC.  The Hilton did a great job on the food and service. Meal cost was $19.22/person.  IREA subsidized $266 of the total $961.00 bill, the remainder paid by attending members.
    • Louis took the action to send a thank you to the Hilton
    • Tom C. sent thank you notes to Ty Blackford and Dana Kirkham, IEC.
  • The annual meeting was held and the new officers for IREA are:  Tom Clements-President; Louis Valenti- Vice President, Ken Krivanek-Secretary, and Bob Skinner-Treasurer.

      • Who should be notified when a spouse or partner dies?

Kenneth Somers Moor (81) passed away 4/19/23. He worked at INL as a Senior Advisory Scientist, Ecological Sciences. He had a passion for environmental research that began in college and extended from UNLV to the Nevada Test Site and ended at INL.

Terry Lee Meikle (70) passed away 4/22/23. He worked at Argonne National Laboratories, INEEL and continued until his retirement from Battelle Energy Alliance in 2014.

The board meeting was called to order at 1:00 p.m. in the Senior Citizens Center by Tom Clements.  Board members in attendance were Sandra Birk, Doug Akers, Lou Valenti, Tom McLaughlin, Carla Dwight, Ken Krivanek, and Tom Clements.  Excused:  Teri Ehresman, Nancy Carlson, and Bob Skinner.  Absent:  John Johnson, Bev Bean, Jerry Johnson, Craig Tyler. Tom Clements recorded minutes for the meeting.

Secretary- The meeting minutes for the March 2023 IREA board meeting were approved. Tom will send a copy to Nancy for posting on the website.

The March 2023 Treasurer’s Report is attached.  Balance is $9,858.51.  A question was raised during the March IREA Board meeting if a one-time bump in interest rate was allowed for the IREA 13-month term certificate.  Discussion with Westmark indicates the IREA certificate of deposit is too short of term note to qualify.

Membership (Carla Dwight):  

  • As of today, we have 207 active members (i.e., have paid thru 2022 or 2023 dues)
  • Of the active members, 3 are new this year: Danna Herbst, Thomas Lillo, and Steve Ricard—WELCOME!
  • Of our active members, 80 have paid for 2023 dues; leaving 127 active members still owing 2023 dues.
  • Of our current 207 active members, we have 44 members that have requested and paid for hardcopy information; plus 8 additional active members that requested electronic information but have emails that have been “bouncing.” Today I dropped them a note in the mail to let them know, and request they provide an updated email. So currently we mail 52 members hardcopy info.
  • I mailed the Spring Social note to the 52; and sent an email to all active (and non-active for which have working e-mails) yesterday (4/25).
  • At one of our recent board meetings, someone asked about locations of our active members. Following is the current breakout:
    • 159 (77%) live in the area, ~ 50-mile radius from Idaho Falls
    • 15 (7%) live in Idaho outside of the ~ 50-mile radius
    • 33 (16%) live in 14 other states, as follows:

  • A total of 20 RSVPs for the May 10 spring social event at the Hilton Garden Inn have been received.
    • Deadline to RSVP is Friday, May 5.
    • A post card will be sent soon to active members

 

Historian – (Bev Bean)– An updated March 2023 NLWU was sent out by Bev and is attached.

Technical Programs: BEA was unable to support the April 26, 2023 Technical Program as planned as the CAES facility was already booked.  The Technical Program has been moved to September 20, 2023 at 2pm at the CAES facility.  A meeting with BEA is planned for June 28, 2023 at 10:30am at the CAES Teton Room to further discuss collaboration.

Doug Akers is the new Technical Program Lead.  A number of potential technical program topics were discussed including the Energy Employees Occupational Illness Compensation Program Act (EEOICPA) managed by the Department of Labor to address nuclear workers health issues; the INL Pension Program; and small modular and micro reactors.  Doug will contact Nuclear Care Partners for more information.

The Board was disappointed with the delay in the April technical program and believed a June program should be established.  It was moved, seconded and approved to hold a Technical Program meeting on June 21, 2023 at Idaho Brewing Company at 3pm with a presentation/discussion by Westmark Credit Union on ‘financial considerations now that you are retired’.  Doug will contact IBC to reserve the time and Sandra will contact Jeff Jones at Westmark.

Investments (John Johnson)– No Report.

Benefits (Tom McLaughlin)- The list of Pension Questions developed last Fall have previously been sent to BEA (Eric Wittwer).  Eric has forwarded the questions to BEA Accounting and the pension plan actuary.  Tom will follow up with Eric to determine if a response will be provided by BEA.  IREA may need to submit the questions formally to BEA if a response is not forthcoming.

Website (Nancy C.): Nancy has posted inputs as received.  The billing for Blue Host has been changed from Nancy to Tom C.

 

Unfinished Business- None

New Business

  1. Per the IREA Bylaws, an annual meeting needs to be held with the May social.  A candidate list of officers was presented: President-Tom Clements; Vice President- Louis Valenti; Secretary-Ken Krivanek; and Treasurer- Bob Skinner.  All members will need to be notified by USPS of the annual meeting and candidates.
    1. Action:  Tom C. will send Bylaws to board members.
  2. Efforts to explore the possibility of a financial type meeting/presentation/workshop to address retirement related issues was concluded with the previously discussed program on June 21, 2023.
  3. Revision of the IREA By-Laws to allow electronic meetings and electronic voting was discussed.  Further work is needed to address suggestions in Robert’s Rules of Order.
  4. Discussion was held on IREA status as a 501(c)(4) social welfare organization.  John via email reported:

“Tom:  It looks like you might have found something from IRS showing our organization number (82-0437091).  I looked through several scanned minutes letters of the IREA Board from back in 1990.  In the minutes of the Board’s June 1990 meeting, there was a brief mention of obtaining an employer ID number from IRS as a nonprofit organization: 82-0437091.  This appears to match what you show on the scanned form from IRS from back in 1990.  However, none of the Board minutes letters back in 1990 say anything about getting approval from IRS as a 501(C)4 org.  I will try to send you copies of a couple minutes letters from back then.”

The February 2023 Treasurer’s Report is attached.  Balance is $10,113.34.  A term certificate of deposit in the amount of $7500 was established at Westmark Credit Union for a 13-month period with an annual percentage yield of 4.35%.  A copy of the term certificate receipt is attached.

A question was raised if a one-time bump in interest rate was allowed for this term certificate- Tom will follow-up on the question.

Investments (John Johnson)– John noted that the stock market has improved some.  John discussed the need to ensure there is a successor owner for a 529 Plan (college savings plan).  This needs to be in place to ensure if you become incapacitated or pass, a successor can manage the Plan.

New Business

  1. Efforts to explore the possibility of a financial type meeting/presentation/workshop to address retirement related issues continues. There is still interest in having a financial workshop with Westmark.  We discussed the concern of selling products.  We believe this can be worked with Westmark.  We will await further action until the next board meeting and hopefully having a quorum present.
  2. Revision of the IREA By-Laws to allow electronic meetings and electronic voting was discussed.  Further work is needed to address suggestions in Robert’s Rules of Order.
  3. Discussion was held on IREA status as a 501(c)(4) social welfare organization.  Tom C. contacted Norm Kramer, former IREA Treasurer, to see if he had any knowledge or information concerning the original documentation submitted to the IRS establishing the “intent to operate” as a social welfare organization or a timeframe that this might have occurred.  Norm did not have any information.  John volunteered to check his historical files.

 

Next Board meeting scheduled for Wednesday, April 26, 2023 at 1pm.  The location is TBD depending on BEA response for the Technical Program which will hopefully be held that day at one of the INL facilities.

William John Denson, Sr. (89) passed away 2/2/23. John was named President of Lockheed Martin Idaho Technologies Company in 1993 and became Director of the INEEL when Lockheed Martin won the consolidated INEEL contract in October 1994. He provided strategic direction, leadership and management for all INEEL programs, activities and employees until he retired in 2002.

LeRoy Carl Meyer (92) passed away 2/24/23. He started his Electrical Engineering career with EG&G as lead engineer and manager of various scientific programs including radiation effects on electronics, environmental programs, and the effect of aging electrical equipment at nuclear power plants. In 1977 he transferred to INEL where he supervised the nuclear power reactor fuel research program and studied the rods from Three Mile Island. He also taught electrical and computer engineering courses at the Idaho Falls campus for the University of Idaho. He retired in 1995 but continued to

teach. LeRoy served in many capacities for IREA. Most recently he had served as membership chairman and was an active member at the time of his passing.

MINUTES for IREA BOARD MEETING

March 1, 2023

Approved

The February 2023 IREA Board meeting, originally scheduled for February 21, 2023, was delayed until March 1, 2023 due to weather closure of the IF Senior Center.  The board meeting was called to order at 1 p.m. in the Senior Citizens Center by Tom Clements.  Board members in attendance were Jerry Johnson, Craig Tyler, Carla Dwight, Beverly Bean, Teri Ehresman, John Johnson, Tom McLaughlin, and Tom Clements.  Tom Clements recorded minutes for the meeting.

Secretary- The board was informed that Mimi Jones had resigned.  Mimi’s many years of service were acknowledged.  The January 2023 meeting minutes were approved.  Tom will send a copy to Nancy for posting on the website.

The January 2023 Treasurer’s Report is attached.  Balance is $10,073.34.

  • A motion to establish a term certificate of deposit at Westmark Credit Union was made and approved. A certificate in the amount of $7500 for a 13-month period will be made using funds from both the savings account ($4000) and checking account ($3500). Tom C. will complete this week.

As of 2/28/23, there are 208 active members. Of those, we have 2 new members in 2023 so far–WELCOME!

Of those 77, 15 have paid in 2023 so far.

Out of 208 active members, 43 have requested hard copies, and 9 have invalid email addresses from recent emails to members, so hard copies are being sent, as applicable.

As requested in the January 2023 Board Meeting, a poll on whether members prefer Lunch or Dinner for the 5/10/23 upcoming IREA social event at Hilton Garden Inn, was sent to members with emails. Poll results are:

  • 25 folks replied to the vote request email
  • 17 voted for lunch (68%)
  • 5 voted for dinner (20%)
  • 3 said either would work (12%)
  • About 5 others responded saying the date doesn’t work for them so they would not be attending either

Additionally, an Adobe.pdf file of the Excel Membership Log, was sent to the Board Members, as was requested at the Jan. 2023 Board meeting, in order for Board Members to reach out to at least a couple of retirees on the list or other friends to see if we can recruit some additional Board members.

And lastly, as requested, an updated IREA Membership Form was sent to our BEA retirement contacts and asked that it replace the one they have been using. It was acknowledged by BEA.

Social (Teri Ehresman) – Progress continues on preparations for the spring social event at the Hilton Garden Inn on May 10, 2023:

  • The member survey sent by Carla indicates 69% of responses prefer a lunch as opposed to dinner.
  • The lunch will be a baked Idaho Potato Bar with all the fixings, tossed greens, dinner rolls, dessert and coffee, tea or soft drink.
  • The cost will be $20 per person including tax and tip.
  • A motion was made and approved by the Board to subsidize the cost by $5 for each active member and one guest. The cost will be $15 per active member and one guest, and $20 for non-members.
  • Teri is working to finalize details with the Hilton Garden Inn.
  • The Board decided to have a site contractor provide a brief presentation at the lunch. Tom C. will approach the Idaho Environmental Coalition (IEC) for providing a speaker.
  • Teri will draft an announcement for the spring social event to be sent to members.
  • The Board needs to consider having the Annual IREA meeting at the social event.

Historian – (Bev Bean)– The passing of current board member, Chuck Briggs and recent board member LeRoy Meyer was noted.  Tom C. will send sympathy cards to the families.  The NLWU provided by Bev and is attached.

Technical Programs: A motion was made and approved to have a Technical Program in early to mid-April.  Teri will make contact with BEA on a presenter and scheduling.

Investments (John Johnson)– John noted that in view of the recent slump of the major stock market indices, now is a good time for doing some investing, especially for retirees who have grandkids with Idaho Education Savings Accounts.  Adding money to these accounts (IDeal) has the double benefit of a near-term Idaho state tax deduction and a long-term benefit of helping the grandkids pay for higher education or apprenticeship programs after high school.  The state tax deduction can be up to $6000 per year for singles or $12,000 for couples.  A range of investment options is available in IDeal, from aggressive stock plans to bond interest, but the most logical are Vanguard Target plans that begin with aggressive stock investments and gradually transition to mostly interest-bearing bonds as the student’s need date is approached.  Withdrawals from these IDeal accounts are tax-free for the student’s education expenses.

Benefits (Tom McLaughlin)- Discussion was held on the INL Annual Funding Plan recently issued by BEA.  The funding target attainment percentage of 110.08% was viewed as positive news.  Tom M. will contact Eric Wittwer, BEA, concerning previously developed questions, cost of living adjustment, and the possibility of meeting with a few IREA board members.

Unfinished Business

  1. A meeting with INL External Engagement and Communications was held February 1, 2023.  Teri, Carla, and Tom C. met with John Revier and Anna Coy to discuss collaboration opportunities. The meeting was very positive. A separate email was sent February 5 to IREA Board members providing a summary of the meeting.
  1. Westmark Checking Account Signatures – The action to update access to the Westmark bank account was completed January 23, 2023.  Carla Dwight and Tom Clements are now authorized signers.

New Business

  1. Efforts to explore the possibility of a financial type meeting/presentation/workshop to address retirement related issues continues.
    1. Sandra Birk arranged a meeting with Westmark on February 7, 2023 to discuss possibilities.  Sandra and Tom C. attended the meeting. A summary of the meeting prepared by Jeff Jones, Westmark, was previously distributed to the IREA Board.
    2. The Board discussed setting up a financial discussion opportunity for IREA members with Westmark. The Board was amenable to having a financial type meeting for members.  However, there was some concern expressed about sales of products.  The Board decided to table the discussion to allow some time for consideration.  An alternative was suggested about approaching BEA to determine if there are any retirement planning workshops planned.
  2. Revision of the IREA By-Laws was discussed. Specifically, a need for revision to allow electronic meetings and electronic voting is warranted.
    1. Action:  Board members will review by-laws and send recommended changes to John Johnson.
  3. Discussion was held on IREA status as a 501(c)(4) social welfare organization.  Documentation indicating IRS recognition as exempt is not available.  Tom C. will contact Norm Kramer, former Treasurer, for additional information.

He worked for NASA at the Plum Brook Station as Chief of the Reactor Division.  He worked for Aerojet Nuclear Company, the prime contractor for the Department of Energy at the Idaho National Engineering Laboratory, as the Assistant General Manager for Power Reactors. He then held several positions at Babcock

& Wilcox, including Manager of International Business and Director of Space and Defense Systems. He ended his career as a consultant for Ebasco, in charge of all reactor systems.

MINUTES for IREA BOARD MEETING

January 17, 2023

The January 2023 IREA Board meeting was called to order at 1 p.m. in the Senior Citizens Center by Tom Clements.  Board members in attendance were Mimi Jones, Jerry Johnson, Craig Tyler, Carla Dwight, Beverly Bean, Teri Ehresman, Sandra Birk, Tom Clements.  Mimi Jones recorded minutes for the meeting.

Secretary-Mimi Jones:  November 2022 minutes were approved and seconded.  Tom will send a copy to Nancy for posting on the website.

The December 2022 Treasurer’s Report is attached.  Balance is $10,158.30.

Membership (Carla Dwight)

As of 1/17/2023, there are 207 active members. Of those, we have 1 new member: Thomas Lillo–welcome!

Out of 207 active members, 75 have already paid 2023 dues.

Of those 75, 11 have paid in 2023 so far.

Out of 207 active members, 40 have requested hard copies, and 9 have invalid email addresses, so were sent a hard copy of the 2022 newsletter.

Social (Teri Ehresman) – We decided that the spring social event will be held at the Hilton Garden Inn on May 10, 2023.  Teri is working with the Hilton on this.

  • Carla will send out an email survey pulsing active members on what time of day-either lunch or dinner- is preferred.
  • The estimated cost for lunch is in the $22-$25 range
  • Dinner is $32-$35 range.
  • Organization may subsidize the costs.

A Silent Auction is also being discussed.  Nancy Carlson will be contacted for applicable details.  Late August/Early September is a possible date range.

Historian – (Bev Bean)– NLWU provided by Bev and is attached.

Technical Programs (Chuck Briggs) – Not Present.

IREA Newsletter: – Mimi Jones – Newsletter was sent out thru USPS and thru the internet.  Of the internet issues, 19 bounced back last time and 10 bounced back this time.  A total of 49 paper copies (30 pages) were processed and sent by ZipPrint for a total cost of $299.96. It cost $6.14 per copy to mail a hard copy thru USPS.  Comments – Using 12 pt type was suggested for the newsletter so everyone could read it.  The section No Longer With Us was particularly commented on by many.

It was decided to send out newsletters to the HR Department Head and to John Wagner, President of INL.  Also, Juan Alvarez and Dana Kirkham (IEC).

Unfinished Business

  1. Teri and Tom are working to get a meeting with INL External Engagement and Communications to discuss collaboration opportunities.
  1. Westmark Signatures – Approved minutes from November 2022 meeting will be used to update the Westmark account.  Tom Clements and Carla Dwight will get the account updated at Westmark.

New Business

  1. Sandra Birk has been working on the possibility of a financial type meeting/presentation/workshop to address retirement related issues. She met with a Westmark representative that gives these types of presentations (but is not involved in selling products).  The Board decided that we would like to have a “pre-presentation:” with the representative to gain familiarity with content prior to deciding on setting up an actual meeting for members.  This pre-presentation meeting would hopefully occur before our next IREA Board meeting on Tuesday, February 21, 2023.

Note:  A meeting has been scheduled for Tuesday, February 7th at 3pm at Westmark (Channing Way) to discuss the presentation content.

  1. Tom C. will be looking into Westmark savings and CD interest rates. It may be prudent for the Board to decide to move some portion of the IREA money into a higher interest paying option such as a short-term (6-month CD) or other savings program. Great suggestion by Jerry.

Dean W. Gibson (83) passed away 10/31/22. He worked at INL as an electrician.

Robert ‘Bob’ Edward Korenke (81) passed away 11/28/22. He worked at INL beginning in 1965 at the National Reactor Testing Station. He started at the Engineering Test Reactor (ETR) working on the testing and development of the Navy Nuclear Propulsion Systems for the Submarines. He also worked as a Mechanical Engineer, but ultimately became a Project Manager in Waste Management, holding a leadership role. During his 40 years of service, he was responsible for several Nuclear Energy related programs and projects for the Department of Energy. He retired in May 2005 as a Senior Project Manager responsible for the INL NE/DOE HQ Project for Advanced Gas Reactor Particle Fuel Development.

Julie Hohbach Piper (55) passed away 12/4/22. She worked at INL as an employment attorney until 2011, then continued her attorney position for Hanford contractors in the Tri-Cities.

John D. Young (95) passed away 12/8/22. He worked at INL for 28 years as a Mechanical Engineer.

Richard Dean Fowler (83) passed away 12/8/22.

Francis William Cleverley (88) passed away 12/11/22. He worked at INL beginning in the mid-1950’s at the ATR and retiring as a Senior Reactor Operator in early 1990’s.

Beverly Macaulay (84) passed away 12/11/22.

Royce Lanier Brookshier (91) passed away 12/12/22. He worked with various companies, working on missiles and missile silos, Gemini and Apollo space craft and finally nuclear programs with Westinghouse at INL and Hanford and lastly with Argonne National Lab, retiring in 1996.

David Arnold Daniels (83) passed away 12/13/22. He worked at INL as a migrant Nuclear Startup-Shutdown Specialist and retired as a consultant in EPA enforcement.

2022 IREA Board Minutes

November 16, 2022

The November 2022 IREA Board meeting was called to order at 1 p.m. in the Senior Citizens Center by Tom Clements.  Board members in attendance were Mimi Jones, John Johnson, Tom McLaughlin, Craig Tyler, Carla Dwight, Beverly Bean, Tom Clements.  Mimi Jones recorded minutes for the meeting.

The October 2022 Treasurer’s Report is attached.  Balance is $10,207.72.  Tom noted during reconciliation of the October Westmark bank statement, that check # 1472 was incorrectly recorded for the reimbursement for the social event at Garcia’s as $1003.84 in the September 2022 report.  Two numbers were transposed- the correct amount is $1030.84.  The attached October 2022 report corrects that error.

Membership

Carla Dwight, Tom Clements, and Nancy Carlson met today. Turnover of Membership files and electronic files to Carla was completed. Mailbox keys were also transferred.  Mailbox keys were transferred.  Turnover from Nancy to Carla is complete.  Forms will be updated as needed.

Social (Teri Ehersman)– Discussion was held on the next social event.  Planning for a spring social, tentatively in late April 2023, will be initiated.  Discussion included location (possibly the Hilton); having a silent auction as a fund raiser; and whether to have a presentation as part of the program.

Historian – (Bev Bean)– Explanation was provided on how the No Longer With Us list is maintained by using links to area funeral homes and a contact at Battelle Energy Alliance (BEA) for death notices.

Technical Programs (Chuck Briggs) – Not Present.

Investments (John Johnson)– Discussed Required Minimum Distributions (RMDs) as reminder for tax planning.

 

Benefits (Tom McLaughlin)

A synopsis of the ORNL Annual meeting was provided.  Both ORNL and SRS have attempted cost of living adjustments without success.  Health benefits do get periodic increases.  The INL Annual Benefits report will be issued in early CY-2023.  Will look at what the INEL Report says and decide on meeting with INL representatives on our list of questions.

IREA Newsletter: – Mimi Jones – No action yet.  Have received some information.  Preparing a Newsletter was discussed. Decided that we would have one out before Christmas.

Technical Meetings – There is interest among Board members in having technical meetings.

Membership Report- Nancy Carlson

Since January 1, 2022 we have had 81 members renew their memberships and 11 new members join IREA. Our new members are: Donna Cole, Kurt Derr, Terry Hendricks, Patrick Holmes, Kenneth Krivanek, M. Theodore Lewis Jr, M. Shawn Rosenberger, Tom Tawoda, Scott Ullsperger, Charles J. Urbanski, and Betty Warner. Our current membership is 201.

We have 11 members who have email addresses that receive email from my email server, but MailChimp, our bulk email service, does not recognize their emails. The emails of these members are in blue shading in the membership database file. The issue with one gmail address was solved by the member completing the gmail request to verify her account. So, my guess is that folks need to do, in a timely manner, security updates requested by gmail. When I did emails, I sent the information via a personal email to these 11 members – rather a pain!

There are 45 members who need to receive hardcopy newsletters. Of that number 35 paid dues of $20/year for hardcopy newsletters and 10 have no current email so can only be reached via USPS newsletter.

Of the members paid through 2022, 69 of those members paid $8/year – these folks paid at the $40/ 5 years rate. Thus, we need to be mindful that these folks will need to receive a dues owing card in 2023 and will need to pay at the current dues rate. Will they all renew? A question we need to consider.

Also the membership letter provided to retirees by INL Benefits needs to be updated to reflect activities we will hold yearly and update point of contacts with current IREA officers then get current letter to INL Benefits retiree point person.

The INL Retired Employees Association (IREA) board extends an invitation to you to join us. Membership Committee Chair is changing – Nancy Carlson has led Membership for the past few years, in addition to managing the website and being President.  She needed to (understandable!) reduce the workload.  Nancy has done a great job in correcting and updating the active and inactive membership lists, and conducting the 2022 dues collection effort.  Her many years of support of IREA is greatly appreciated.  Nancy has agreed to continue managing the IREA website.

Carla Dwight has agreed to take over the Membership Committee.  She will be working with Nancy on turnover of responsibilities in the near future.

Social – Discussion was held about social events.  Topics included how many per year  We historically have had 2 social and 2 technical events per year.  We have no pictures from the luncheon held at Garcia’s in September.

Turnout for the social event on September 27th was encouraging.  We had about 45 people attend.  Thanks to Teri, Carla, and Nancy for their efforts on making the event a success.  Also, Nancy’s efforts on collecting dues had a good response.

Teri Ehresman has agreed to be the Social Committee lead.  Teri brings a lot of experience in this area as she managed the INL Employees Association

Benefits

Tom Clements presented information and questions regarding the INL Pension Plan.  His information is attached.  Board members are asked to review the questions and submit additional questions to Tom McLaughlin by October 31, 2022. Tom will integrate additional questions and send out.

It was suggested that we meet with INL personnel to discussion the pension, including a COLA – the last one was awarded in 1992.  Tom M previously sent information about a COLA to the Board.  Discussion included what was trigger for COLA in 1992 and will today’s reasons be the same?

IREA Newsletter: – Preparing a Newsletter was discussed. The last newsletter was November 2021.  Teri will review prior Newletters and make suggestions.  We need to make sure content and date for publishing are online.

Technical Program:  Typically held in March/April and October timeframe.  There is interest in planning toward an event in the Spring. Possible topics:  Life Expectancy of Alternate Energy Sources; Naval Reactors Facility.  Look to pick a topic in the November/December timeframe.  Meeting at an INL facility would be an alternative to the senior center.

Next Board meeting scheduled for November 16th at 1 p.m. at the Senior Center.

Investment Questions

 

Today at the IREA Board meeting we discussed an action item from the last meeting.  This item concerned review of INL Pension plan documents provided by Tom McLaughlin and developing questions concerning either the Pension or Investment plans.  The intent is to see if we have a reason to request a meeting with the INL Pension/Investment Committees to seek answers to our questions.  This information could then be provided to our IREA members. It appears it has been about 10 years since a meeting was held with the INL committees.

Attached for your use and information is my cut on potential questions- at least for the Pension Plan.  I couldn’t come up with anything for the Investment program at this point.

Please review the attached questions.  Please send your pension plan or investment program-related questions Tom McLaughlin by Monday, October 31, 2022.  Tom M.will integrate the inputs for subsequent Board review and decision on the path forward.

Purpose:  Assimilate IREA Board questions pertaining to the INL Pension and Investment programs that may lead to a meeting with the INL for answers or other actions that the IREA Board may decide to take.

INL Pension Program Questions

  1. From review of the 2020/2021 Supplement to Annual Funding Notice:
    1. What employer contributions were made in 2020/2021?
    2. Were the contributions based on the 25-year or 2-year average?
    3. Can a more specific definition be provided for the terms “Funding Standard Carryover” and “Pre-Funding Balance”?
  2. When will the 2021/2022 Supplement be issued? Can preliminary results be provided on the health of the Pension Plan?
    1. How have market losses affected the Plan?
    2. What has DOE’s response been to funding shortfalls and providing the funding required for minimum required contributions?
  3. Is an asset/liability study planned due to 2022 issues such as stock market losses, impacts of inflation?
    1. If so, when is completion of the study anticipated?
  4. What was the retirement plan investment strategy in 2022 and how will that change for 2023?
  5. Does INL plan on making any changes in the Pension Plan or in management of the Plan?
  6. Would the INL be willing to attend and provide an overview of the Pension Plan status and future plans at an upcoming Technical Program?
  7. Is INL considering a Cost-of-Living Adjustment (COLA) to the Pension Plan given the last adjustment was in 1992? Would INL consider pursuing a COLA for retirees?

Don F. Harmon (89) passed away 12/1/21. He worked at INL as a senior materials engineer and physicist for the Nuclear Regulatory Commission for 38 years, retiring in 1995.

Charles Wolfe (73) passed away 8/22/22. He worked at INL as an Experimental Reactor Operator. He joined the United States Navy and served on nuclear submarines for 10 years, then finished his Navy career in the Management Training Group at the Idaho National Nuclear Engineering Lab.

John Richard Nielsen (82) passed away 8/24/22. He worked at INL as an Electrical Engineer, working on improving safety systems for Nuclear Reactors, publishing a regulatory guide for the U.S. Nuclear Regulatory Commission in March of 1986. For this work he received the 1986 Best Product Award from the Registered Professional Engineering Association of Idaho.

Robert Jesse Edwards (72) passed away 9/3/22. He worked at INL as a lineman and retired as a power dispatcher after nearly 30 years.

William Howard Newkirk (38) passed away 9/5/22. He was an active employee at INL, he worked in the H org at MFC.

Travis A. Hall (53) passed away 9/11/22. He worked at INL as an electrician at MFC for about 20 years.

Robert ‘Bob’ James Rader Sr. (75) passed away 9/14/22. He retired from INL in 2003.

Dale Jay Killpack (80) passed away 9/22/22.

David C. Jenkins (86) passed away 9/25/22. He worked at INL as a chemical engineer.

Alan Brent Pearson (80) passed away 9/25/22. He worked at INL-CWI as a Radiological Control Technician for many years, then taught radiation safety until he retired in 2006.

Steven Keith Anspach (69) passed away 9/30/22. He worked at INL as an Electrical Engineer. He had a 43 year long career doing engineering work for different laboratories in both Colorado and Idaho.

August 16, 2022

The August 2022 IREA Board meeting was called to order at 1 p.m. in the Senior Citizens Center by Tom Clements.  Board members in attendance were Nancy Carlson, Mimi Jones, Beverly Bean, John Johnson, Tom McLaughlin, Teri Ehresman (by video), Sandra Birk, and Craig Tyler.  Mimi Jones recorded minutes for the meeting.

Committee Reports

Treasurer

Tom Clements, Treasurer, provided the July 2022 Treasurer’s Report, which is attached.

Membership

Since our July 18, 2022 board meeting, no new members joined.  Two active members – Ann Rydalch and Floyd Croy Jr. passed away. Ann was an active board member and arranged many social events for IREA.

We have 185 active members – defined as paid dues in 2021 through today. 123 of the 185 have paid dues through 2022 or longer.

We have 96 inactive members who have not paid dues since either 2019 or 2020.

Social – Ann Rydalch – our Social Chairman – passed away July 19th.  Discussion was held on moving ahead with a Fall social event.

Social Event for Fall 2022 – Report from Teri with discussion following about a social gathering for this fall.  Best deal is Garcia’s – $22.50 per person buffet in the back room.  Date selected is Tuesday September 27 from 1-3 p.m.  IREA will help with cost.  IREA will donate $7.50 for members – which makes their total $15.  Teri will work with Nancy to get wording for a postcard to be sent to IRES members announcing the social event.

Motion:  A motion was made for IREA to supplement the 2022 IREA social event in the amount of $7.50 per active member and a guest, so we meet the minimum of 40 persons needed by Garcia’s to put on the buffet..  Non-members pay $22.50 total.  The motion was seconded and passed.

Programs – No report as Chuck Briggs was unable to attend.

The Technical Program meeting is typically held in October and March.  Any decisions on holding a technical program meeting will be determined after the September Social event is completed.

Investments

John – no action.  Stock market seems to be recovering.

Benefits:  Discussion was held on several aspects of the INL pension plan including if IREA can do more to monitor and address what might be happening in the future with the plan.  Tom M will look for historical Q&A’s and other pertinent information previously obtained from the INL Pension Plan personnel and distribute to all Board members for review.

Action:  Board members to review provided information and formulate questions pertaining to either the INL Invetment Plan or Pension Plan.  The intent is to gather these questions for a possible future meeting with INL Benefits personnel..

Discussion on Retirement – We need to bring up questions for INL actions.

James LeRoy Smiley (88) passed away 5/27/22. He worked at INL as a computer systems analyst.

Larry Blang (80) passed away 7/27/22. He worked at INL as a welder for 26 years.

Larry Wilk Simmons (88) passed away 6/9/22.

Dr. Theodore Roosevelt Hatcher (74) passed away 6/18/22. He began his corporate career at Idaho National Engineering Laboratory in Idaho Falls, ID as the Manager of Advanced Methods Research & Development where his team’s efforts resulted in industry leading research in the early development of Artificial Intelligence and Decision Analysis in the 1980’s. He then served 15 plus years at Lucent Technologies/AT&T Bell Laboratories where he was Director of Switch Software Development & Laboratory Operations. He retired from Lucent in the year 2000 and moved to Florida as Chief Operating Officer of Technology Control Services and then to Intel in New Jersey as General Manager. Upon his second retirement, he moved back to South Florida where he resided until his death.

Lewis K. Hansen (77) passed away 6/25/22. He worked at INL as a computer programmer at IEC.

George Reimann (90) passed away 6/26/22. He worked at INL for over 20 years retiring in 1994.

Donald Richard Adams (92) passed away 6/30/22. He briefly worked at the EG&G government site.

Adair Clark Clapp (68) passed away 7/7/22. She worked at INL beginning in 1979 working in security at the site. She transferred to transportation dispatch in town and later ran the office at the site landfill.

Barbara Bell Hocking Chaffin (93) passed away 7/8/22. She worked at INL as a janitor and worked her way up to a RadCon Technican.

Julius Berreth (92) passed away 7/9/22.

Douglas Lee Smith (63) passed away 7/9/22. He worked at INL as a pipe fitter.

William D. Orr (73) passed away 7/15/22. He worked at INL-CWI.

Annie Vivian (Davis) Rydalch (86) passed away 7/19/22. She worked at INL from 1979 until her retirement in 2010. Her work focused on helping to build a sustainable energy plan for Idaho and the nation, but she was particularly interested in nuclear energy and economic development. Her work with the Fort Peck Indian Reservation led her to be inducted as an honorary member of the Assiniboine and Sioux Tribe in Montana.

Matthew Thomas Brandley (72) passed away 7/23/22. He worked at INL for 25 years.

Sharon Lee Sweet Mecham (66) passed away 7/23/22. She worked at INL and Argonne National Laboratory for 32 years and retired in 2011.

Leman Dale Veile (85) passed away 7/24/22. He worked at INL as an Electrical Engineer, retiring in 2001.

Lyle ‘Mak’ J. McKinlay (76) passed away 7/24/22. He worked at INL-CWI as a radiation control technician.

Doyle DeVon Hammon (87) passed away 7/24/22. He worked at INL as an electrician from 1982 to 1995.

Shannon Kay Garnier Eddins (50) passed away 7/29/22. She was an active employee at INL, she worked in the D org.

August 2021

The August 2021 IREA Board meeting was called to order at 12:30 p.m. by President Nancy Carlson.  Board members in attendance were Nancy Carlson, Mimi Jones, Tom McLaughlin, Gene Madsen, John Johnson, and Tom Clements.  Mimi Jones recorded minutes for the meeting.

Mimi Jones: February 2020 minutes had been approved via email.

Nancy Carlson (Membership):  Seventeen months since the last meeting.  There were 22 new members.  We have 184 active members who paid 2021 dues.  Four members passed away.

In addition, 102 inactive members are on the rolls.  One inactive member passed away.

In normal years everyone’s 2021 dues must be paid by the end of March 2021, otherwise, they will be dropped from IREA mailings. Nancy asked the board members to think about the text she should use on a postcard to members with dues in arrears – this postcard will target members who last paid their dues for 2019 or 2020 but are now in arrears for 2021.

August 2021 Membership Report

Nancy Carlson, membership chairman, provided a membership report. The duration of this report is from March 2020 to August 14, 2021. In that IREA’s last board meeting was in February 2020 and our March 16, 2020 technical meeting was canceled due to COVID 19, this membership report covers 17.5 months.

We had 22 new members join IREA and 36 members renew their membership for 2021. A total of 184 members have paid their 2021 dues. Four active members passed away.

We have 102 inactive members.

Due to the pandemic, I did not remove anyone from the inactive membership list who had last paid dues in either 2019 or 2020. I did not feel it was appropriate to send inactive members a post card reminding them to pay their dues until the IREA board decided what we would communicate to these members in regards to paying dues. I did include inactive members with valid email addresses as well as active members with valid email addresses on any emails I sent. We only did a November 2020 newsletter during the 17.5 months we did not meet. The November 2020 newsletter was sent to members either via email or hardcopy based on the dues amount they paid – even sent to members who would normally have been considered in arrears as explained above.

Balances for the checking account and savings account, as of 12/31/2020 were $4,382.85 and $4,618.93, respectively, bringing total IREA assets to a value of $9,001.78.

The Covid-19 pandemic had an impact on expenditures and likely impacted revenue and membership.  Revenue decreased (approximately $745) over 2019.  However, expenses were significantly lower ($2,084) than 2019.  No technical meetings or social events were held in 2020.  Communication costs continued to decrease due to 2019 IREA Board decisions to eliminate mailing hardcopy newsletters and post the newsletter on the IREA website.  Administrative expenses were consistent with 2019 expenditures.

In summary, expenses were less than revenue for 2020.  Had the 2020 technical meetings and social events occurred (assuming 2019 costs) our expenses would have slightly exceeded 2020 revenue by about $175.  The changes previously made by the IREA Board have brought expenditures more in line with revenue.

It should be noted, however, that 2021 revenue is currently 42% lower as compared to 2020.  Board consideration of past dues collection, reaching out to inactive members, and means of attracting new members is needed to ensure revenue levels are sufficient to maintain organizational viability.

Dorothy ‘Janie’ Wayne (88) passed away 7/6/21. She worked as a registered nurse at Argonne National Lab where she retired in 1995.

  1. Dwaine Moore (78) passed away 7/7/21. He worked at INL for US Department of Energy for 23 years as Fire Chief, retiring in 1993.

Robert Dinneen (55) passed away 7/17/21. He worked for FLUOR.

Robert Dennis Butikofer (71) passed away 7/18/21. He worked at INL-CWI as a plant operator.

Richard L. Miller (89) passed away 7/19/21. He worked at INL and was a chemist, metallurgist, geothermalist and part-time rock hound!

Robin ‘Rob’ J. Holmes (72) passed away 7/19/21.

Theodore ‘Ted’ Kinnaman (78) passed away 7/21/21. He worked at INL as a mechanical engineer and built his skills into a 34-year career supporting all manner of projects at the INL site. He was especially proud of his work on the Engineering Test Reactor sodium loop project.

Kenneth H. Latham (97) passed away 7/23/21.

David Steven Sill (62) passed away 7/25/21. He worked at INL previously, and currently worked for DOE-ID for 33 years in Radiological Chemistry.

Harold Dean Brown (88) passed away 7/26/21. He worked at the AEC as a warehouse supervisor.

Gene Harold Dressen (78) passed away 7/27/21. He worked at INL as a computer programmer.

Edith Juanita Whiting (80) passed away 7/28/21.

Arnold ‘Ron’ Leslie Ayers Jr. (81) passed away 7/28/21. Ron worked most of his career within the nuclear energy field, first with Ebasco Services in New York City until 1976 and then out at the INL site for different companies. While he mostly worked locally, his job included travel to Pennsylvania, Texas, and Kazakhstan. He was especially proud of his work in cleaning up the Three Mile Island reactor, and in later efforts to recover and store spent reactor fuel from around the world.

Ralph William Hurzeler Jr. (86) passed away 7/28/21. He worked at Argonne National Laboratory.

Joseph Edward Uptergrove (74) passed away 7/30/21. He worked at INL as a Nuclear Power Research Officer.

James Rider (70) passed away 7/31/21. He worked for FLUOR.

Stanley Scott Abbott (72) passed away 7/31/21. He worked at INL from 1969-2012.

Investments

Idaho is paying taxpayers a rebate from their Idaho State Income Taxes.  It is part of $400 million state surplus revenue. Some will receive checks via USPS for this refund and others need to look in their checking and/or savings account to see if they received their refund. The minimum refund is $50/person or $100/couple.

Discussion regarding Continuation/Dissolution of IREA

Nancy’s term as President ends in January 2022.

Tom (Treasurer) Dues are okay at $15 per year.  Going forward – we need new blood on the Board.  Savannah River Site Retirees Association (SRSRA) gets money from the lab for their retirees’ association, so dues are not a concern as it is in the case of IREA.

John – Continue the newsletter.  We are still doing paper newsletters for folks without internet access.  How do we keep people informed??

Tom – Keep newsletter going to keep interest in the group.

Gene – He will stay on the board until more folks join.  Technical meetings not as well attended as the picnic and dinner.  There’s a core of folks at technical meetings and another core at social meetings.

Bev – Agree with current discussion.

Group agreed that no matter what, we need to keep going.  Concern about meeting location.

Nancy asked all members to think carefully about the ongoing viability of IREA in that we have no place to hold meetings and that our members are part of a vulnerable group for COVID. The Senior Center will not admit any one without a vaccination card. Are we going to require members to show proof of vaccination at our events? She asked board members to submit columns for a 2021 early winter newsletter. Lastly, she asked all to think of wording on the postcard to arears members.

March thru Balance of 2020

No IREA board meetings have been held since February 2020 due to COVID-19 concerns. Idaho moved to Stage 4 of the COVID reopening plan but the Idaho Falls Senior Center is closed indefinitely due to the Eastern Idaho spike in senior illness and death. Until the Senior Center is able to again host our IREA meetings and we all can meet together safely with masks and social distancing practices, the board will not meet.
